Under direction, supervises professional and technical employees in the development, design, construction, and maintenance of public works projects or reviews engineering designs related to private land development. Pending Civil Service Exclusion Prepares technical reports and reviews comments regarding engineering studies, construction plans, and specifications. Reviews land development design plans, studies, reports, and permits for compliance with applicable codes and standards to recommend acceptance. Reviews capital project design plans, project specifications, and cost estimates; attends review meetings and identifies and solves design problems. Coordinates development of project designs with contractors, utility companies, landowners, developers, governmental agencies, and the public. Provides information on drainage/floodplain issues, stormwater permits, roadway plans, traffic studies/warrants, and subdivision platting to County personnel and the public. Advises other Public Works sections on technical engineering matters. Ensures right-of-way acquisition and coordinates related activities for capital projects. Attends public meetings to discuss projects and Public Works issues. Conducts field investigations to evaluate engineering challenges and recommend solutions. Supervises Civil Engineers, Civil Engineering Assistants, and Engineering Technicians. Assists in preparing the division budget. Supervises staff involved in public works projects including transportation, traffic, and flood control projects. Coordinates engineering consultants, reviews plans, and makes recommendations for approvals. Must have extensive knowledge of regulatory codes such as TxDOT, AASHTO, TMUTCD, FEMA, and USACE regulations. Prepares RFQs for engineering and construction services, reviews SOQs, and assists in selection and negotiations. Reviews and analyzes construction bids, attends pre-bid and construction meetings. Monitors construction contracts and professional service agreements for compliance and processes invoices. Performs limited master planning duties for flood control and transportation projects. Assists with implementing and revising regulatory codes and coordinates with stakeholders. Performs related duties as required. Minimum Qualifications

Graduation from an accredited college with a Bachelor’s Degree in Civil Engineering or related field; six years of civil engineering experience including two in a supervisory role, or equivalent. Licensed Professional Engineer in Texas. Valid Class C Texas driver’s license. Knowledge of civil engineering practices involving traffic, roadway, drainage, and bridge design or floodplain management. Skill in managing multiple projects. Effective communication skills, both verbal and written. Ability to operate office equipment and establish effective working relationships. Must pass background checks, physical, and drug tests. May require working more than 40 hours per week. Working Environment and Physical Demands

Frequent indoor work; occasional field visits under various environmental conditions. Ability to move items weighing up to 15 pounds frequently and up to 50 pounds occasionally. Constant communication and operation of office machinery. Position may require remaining stationary and self-positioning to perform duties.
