Job Description The Utah Department of Transportation (UDOT) is actively seeking an organized and detail-oriented individual to join our team as a Construction Contracting Services Specialist (Program Specialist III) in the Project Development Division. In this role, you will play an important part in the planning, coordination, and execution of key programs and projects. Principal Duties As the Central Construction Contracting Specialist, you will:
Prepare, generate and execute heavy highway contracts for UDOT bidding projects and provide guidance in meeting contract federal requirements. Be a resource support for the prime contractors and subcontractors with the UDOT Contractor Zone for bidding UDOT heavy highway projects Develop, generate and maintain training material resources. Provide prime contractor and subcontractor training support for new and existing contractors/subcontractors as well as update workshop training as needed. Provide project offices and prime contractors with administrative compliance support during the award and proceed process of the project to assist with concerns, issues, troubleshooting, etc. Provide assistive support as needed for UDOT project closeout reviews in preparation for federal and state audit.
Minimum Qualifications
In order to qualify, you must have at least two (2) years experience managing programs or projects.
Preferences Preference may be given to those with at least one of the following:
Program or project management experience in the transportation or construction industry. Experience with project management software such as UDOT Masterworks Construction Module, Certified Payroll Module, etc. Proficient in project management tools and methodologies (i.e. project management systems and reporting)
Knowledge, Skills, & Abilities Here are some of the knowledge, skills and abilities that are typically associated with the job, though not all-inclusive:
Exceptional ability to manage multiple tasks, deadlines, and priorities simultaneously. Strong written and verbal communication skills, with the ability to convey complex information clearly to different audiences. Ability to build and maintain strong relationships with team members, other agency employees/divisions, contractors, stakeholders, etc. Ability to identify challenges and develop creative and effective solutions. Strong analytical abilities to assess program data, trends, and outcomes for informed decision-making. Knowledge of relevant software and tools, such as Microsoft Excel, Google Sheets, and project management software.
