Communications Manager
The City of Lakewood seeks a Communications Manager to lead our internal and external communications, public relations, marketing, and media strategies alongside and reporting directly to the city manager. In this role, you'll craft messaging that fuels community pride and enhances our digital and print outreachfrom social media and city events to website content and media interactions. As a dynamic advisor and storyteller, you'll serve as a trusted liaison to the community, media, citizen groups, and government partners. You'll also support leadership with crisis communication, train key staff, manage communications budgets and programs, conduct data-driven outreach, and elevate equity-centered initiatives across departments. Essential duties may include but are not limited to the following: Advisory - Participate on intergovernmental and/or citizen advisory committees. - Serve as key advisor to departments and executive leadership on matters relating to communication, marketing, and public relations; assist with developing crisis communications. - Provide media and communication training to city management and key staff. - Develop and facilitate strategic approaches to city issues and initiatives, including related to the creation and communication of a diversity, equity and inclusion strategic plan. Attendance Maintain regular, reliable, and punctual attendance, which includes in-person attendance at public meetings as necessary. Such meetings may be before and after regular work hours. When work duties can be performed remotely, remote attendance is acceptable as authorized. Budget Prepare, monitor and control assigned budgets. City Events - Assist with coordinating, promoting, attending, and communicating on city events and activities. Collaboration with various departments, businesses, and community groups and/or organizations required. Communications - Design, create, edit, publish, and distribute correspondence, reports, news briefings, news releases, city brochures, surveys, newsletters, audio/visual, publications, and other relevant communication and marketing materials. Collaboratively work with appropriate departments and stakeholders to facilitate effective design, messaging, and delivery method. - Implement, maintain, and regularly update the city's website and social media platforms, such as Facebook, Twitter, YouTube, Vimeo, Flickr, video, and other emerging communication technologies. Monitor citizen comments on city social media platforms to ensure appropriateness. - Serve as a liaison, and/or represent the city manager, with the community, media, citizen groups, boards, and state and local agencies. - Coordinate communication of high profile matters such as labor relations and litigation. Program Management Develop and implement: a strategic communication plan, related policies, and practices to facilitate effective internal and external communications utilizing a variety of delivery methods to reach targeted audiences. an effective marketing and branding program designed to promote and foster a sense of community pride, as well as attract new businesses, residents, investments, events, tourism, and employees. an effective public relations plan to promote a collaborative, cohesive, and thriving community with integrated diversity of thought, voice, action, and access. Research and Analyses - Research, compile, analyze, and report relevant statistical data to assist with communication and marketing activities. - Conduct surveys and studies to gather real-time data in support of initiatives, programs, policies, and procedures. - Provide information to other agencies and jurisdictions as appropriate. Safety Actively champion a culture of and commitment to workplace safety through everyday actions and leadership. Supervisory Supervise other staff and interns, and coordinate and direct cross-departmental initiatives and teams, as assigned. Any equivalent combination of education and experience that would likely provide the candidate with the knowledge and abilities to successfully perform the job will be considered. A typical combination is: a bachelor's degree in communications, public relations, journalism, marketing or related field and two years of increasingly responsible media relations, public relations, and/or community relations experience, as well as one year of progressive social media experience. Valid Washington driver's license. Multi-lingual preferred. Knowledge of: Current social, political, and economic trends and challenges facing municipal government. Principles and practices of journalism, public relations, media relations, and public involvement. Principles and practices of strategic communication, marketing, and brand management. Theory, terminology, and protocols of photography, printing, and publication. Principles and practices of budget development and administration. Administrative principles and practices of program development, implementation, evaluation, and project management. Municipal structure, functions, and inter-connectedness with the community and other public agencies. Current and emerging website and social media technologies and methods. Research methods, data collection, and sampling techniques and statistical analysis. Associated Press stylebook or other writing style guides. Modern office practices, methods, procedures, equipment, and technologies. Ability to: Develop and implement effective and strategic communication, marketing, branding, and public relations plans. Provide effective leadership and coordinate proactive and responsive communications across multiple disciplines and service areas. Work independently and collaboratively in fast paced and multi-faceted environment with competing priorities. Represent the city in a professional, courteous, and knowledgeable manner. Maintain effective working relationships with staff, agencies, organizations, businesses, communities, and the media. Communicate effectively through speaking, writing, and body language. Produce professional quality communication materials in a variety of formats (e.g., print, photography, electronic, etc.). Exercise discretion and maintain confidentiality. Analyze situations accurately and adopt an effective course of action. Research, analyze, and present statistical data and information in a clear and meaningful manner. Work extended hours as required by projects, events, and work load. Perform general administrative responsibilities and projects as assigned. Office environment; subject to driving a vehicle to conduct work at various sites. Requires mental acuity to ensure thorough mental analysis of situations in a fast-paced environment. Constant use of sight, hearing, and speech abilities necessary to perform essential functions and communicate with others. Frequent fine finger manipulation and use of hands and arms in reaching/handling/fingering/grasping while operating office equipment and computers, preparing written documentation, handling paperwork, etc. Frequent sitting, may be extended at times, while doing desk activities. Frequent bending/twisting at waist/knees/neck while working at desk, worktable, or moving from sitting to standing position. Walking periodically throughout work shift in office areas. Occasional pushing/pulling force up to 10 pounds opening doors, drawers, and moving materials. Dexterity of hands and fingers to operate standard office equipment. Ability to operate a motor vehicle for transportation to off-site meetings and events.
