Role Summary

The Program Manager ensures adherence to the program’s mission and objectives. This role oversees multiple infrastructure projects, develops solutions to program challenges, and manages a staff of professionals and technicians for successful project completion. The Program Manager oversees all functions from planning and development to implementation, integration, and closeout at the program level, and manages major initiatives to align resources and organization components with client needs. The Program Manager tracks and manages program costs to stay on schedule and within budget, delivering the defined scope of work. The role is accountable for providing overall management direction and has primary profit and loss responsibility for the assigned program.

Responsibilities

Establish program/project objectives, policies, procedures and performance standards within company policy. Provide single point accountability for program delivery for ongoing and future programs, including analysis of key performance metrics and program strategies. Communicate areas of concern to Program Leadership Team and the Client. Initiate and maintain client relationships to facilitate program activities. Develop and implement solutions for the program. Lead assigned specialist technical resources through challenging project assignments and complex client environments to deliver the program objectives. Ensure projects and tasks within the Program are staffed with appropriate resources and skills to achieve objectives within the profit model. Lead planning studies, design, and construction services related to energy, water, sewer, and stormwater infrastructure rehabilitation and replacement projects. Support and lead multi-disciplinary teams on utility infrastructure design and construction projects. Support staff with field activities including providing technical assistance during construction and other fieldwork.

Required Qualifications

Proactive and self-starting with excellent written and verbal communication skills. Demonstrated ability to manage a team of specialized employees and contractors in a coordinated manner. Experience in development of Work Breakdown Structure (WBS), scheduling and schedule analysis, cost estimating and cost control, budget development, reporting and record/document control. Experience developing and updating cost and resource loaded schedules using Microsoft Project, Primavera P6 and other tools. Expert knowledge of scheduling practices and cost engineering concepts. Strong interpersonal skills and ability to work in a team environment. Ability to convey project needs to project managers and clients and translate them into plans and specifications. Organizational skills and ability to work on multiple projects simultaneously. Willingness to be part of a large global engineering company and collaborate with teams in other offices.

Preferred Qualifications

BA/BS in Engineering preferred. 10 years of program management experience in infrastructure, buildings, or utility projects preferred. Experience with Transmission, Distribution, and Generation components of the Energy Market. Experience developing RFPs and executing contracts for large electrical infrastructure projects (EPC, Design-Build, Design/Bid/Build). Experience working with large contractors, material suppliers, and OEMs for procurement of long-lead equipment. Experience with financial modeling of large development projects. Project Management Professional (PMP) certification preferred. Public sector experience in municipal public works, utilities, transportation, and industry preferred.

Adhere to internal company processes and policies such as business and contracting rules. Manage the financial aspects of contracts to protect the company’s interests while maintaining client relationships.

Salary: $177,100 - $240,925 per year (salary range for CO location).

Stanley’s Approach to Flexibility: We offer a hybrid schedule for eligible positions with two days in the office, two days remote, and a flexible Friday (9/80 schedule with every other Friday off for participating roles).
