The Department of Public Works & Transportation (DPW&T) seeks a qualified candidate to lead transit planning and innovation efforts within the Transportation Innovations and Systems Division. About The Position

This management-level professional and administrative transportation planning position is responsible for planning, development, marketing, compliance programs, and projects of local and regional impact. The incumbent will perform general and specialized professional transportation planning functions, including conducting studies, analyzing data, and preparing reports on current and long-range projects, emphasizing mobility planning, transit-oriented development, active transportation, and sustainable mobility infrastructure. The role manages the service planning section and directs transit planning, technology implementation, bus service plans, systems, and equipment evaluation. Independent judgment and initiative are expected to advance complex work assignments in line with established policies and procedures, including leadership, technical guidance, training, and mentoring of staff. Responsibilities

Manage the county's fixed-route transit planning and multi-modal transit program development, including route and timetable design, preparation of schedules of operations, bus route service changes, service evaluations, and analyses. Develop transit planning strategies and projects addressing safety, operational efficiency, and customer experience improvements. Serve as Section Chief, Transit Planning; oversee technical analysis, planning reviews, special projects, strategic initiatives, and coordination with other agencies. Manage planning, development, compliance programs, and projects with local and regional impacts. Analyze and provide recommendations on WMATA, RTA, and County transit proposals, including joint development, rail station plans, TSM/TDM, and marketing. Monitor program and service performance, stop system design, and program design and development. Coordinate activities with other departments and outside agencies; contribute to key plans such as capital needs inventory and transit asset management. Develop and manage TheBus operating and capital budgets, quarterly financial reports, and other fiscal submissions (state and federal). Supervise Planning and Innovation activities, including transportation planning and route/service design analysis; implement change management processes. Develop and manage performance indicators and project scopes for studies. Guide the County’s 5-Year Transit Vision Plan, community outreach, ADA and Title VI compliance. Lead grants administration, prepare grant applications, and secure approvals; develop grant agreements and monitor reporting, budgets, and milestones. Collect and prepare data for timely reporting; coordinate, prepare, and conduct public hearings as required. Manage capital improvement projects related to zero-emission transition contracts. Qualifications

Minimum Qualifications

Master's degree in business or public administration, urban and regional planning, environmental studies, economics, energy policy, urban studies, housing and community development, public health or closely related field. A minimum of four (4) years of professional planning/program development experience in the area of assignment, including at least two (2) years of supervisory experience. Please Note:

There is no equivalency for supervisory experience. An equivalent combination of relevant education, training and experience may be accepted. Preferred Qualifications

Six (6) years of experience with demonstrated progressive responsibility in transportation planning, including at least three (3) years of supervisory/management experience. Experience leading teams, interpreting policies, executing management plans, and mentoring, with a focus on equity and social justice concepts. Thorough knowledge of multimodal transportation planning, and understanding of how land use decisions affect transit service; experience with transit system design and operations. Note:
