DEPT OF WATER RESOURCES The mission of the Arizona Department of Water Resources (ADWR) is to safeguard the public's health, safety, and economic welfare by protecting, conserving, and enhancing Arizona's water supplies. We are seeking an experienced Hydrogeologist Associate to join the Surface Water team. Hydrogeologist Associate, Statewide Planning & Permitting Division, Surface Water Section. Salary: $70,000-$90,000. Grade: 25. Closing Date: Open Until Filled. Job Location: Hybrid: remote and 1110 W. Washington St., Suite #310 - Phoenix, AZ 85007. Posting Details: The position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Responsibilities

The person in this position provides technical support for processing, expediting, and approving and/or rejecting surface water right applications and claims, with an emphasis on instream flow and sever and transfer applications. Responsibilities include ensuring adherence to Department policies, rules, procedures, and State and Federal statutes. The position involves researching, compiling, analyzing, interpreting, and integrating water resource management data from diverse sources and program areas; participating in complex inter-departmental projects; and preparing reports and letters. The incumbent may act as a project leader/liaison for investigations of water resource rights/claims and for resolving water resource management issues of a complex, sensitive, and visible nature, with recommendations that may impact multiple program areas. The role also provides technical support related to groundwater/surface water interactions and may act as an agency technical witness in hearings. Additional duties include assisting in the development and maintenance of Department databases and records, and mentoring lower-level professional staff on procedures, techniques, and timelines.

Knowledge, Skills & Abilities (KSAs)

Knowledge: Current concepts and practices used in water resource planning and management Department policies and procedures and State surface water statutes, rules and direction regarding managing the State's water resources Information sources, research methods, and techniques used in water resource management Agricultural practices as they relate to livestock and irrigation and methods to quantify water needs Streamflow measurement techniques and statistical analysis of streamflow data Geomorphology as it relates to streamflow, floodplains, erosion, and sediment transport Design of dams, ditches, pipelines, canal irrigation systems and reservoirs Skills: Preparing written and oral reports/recommendations for implementing or impacting multiple water resource programs Establishing and maintaining effective working relationships with public, state, and federal agencies; responding to inquiries Coordinating multi-disciplinary projects Identifying, evaluating, and interpreting the design, integrity, and effectiveness of water-related structures Gathering field data using surveying techniques and GPS software Researching maps, reports, and documents to evaluate and process applications and generate reports Leading teams, including training and supervising lower-level staff Abilities: Interpret/explain and ensure compliance with State and Federal surface water statutes, rules, and Department policies Compile, analyze, and interpret water resource data from various sources and databases Identify water sources, flow paths, and groundwater-surface water interactions Conduct fieldwork statewide, including remote areas Design and modify field data collection and measurement techniques as required Use surveying tools and equipment in field work Determine volumes, discharge, depths, elevations, and distances for water-related measurements Identify opportunities to improve efficiency and reduce waste Balance, prioritize, and organize multiple tasks; build relationships inside and outside the organization Apply research methods to study water resource management issues

Selective Preference

Experience required: Ten (10) years of professional-level water resource management experience; OR Bachelor’s degree or higher in a related field with eight (8) years of professional-level water resources management experience; OR Master’s degree or higher in a related field with six (6) years of professional-level water resource management experience; OR Doctorate in a related field with four (4) years of professional-level water resource management experience. Experience in policy, planning, and regulation is preferred.

This position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Driver’s License Requirements. Retirement

Positions in this classification participate in the Arizona State Retirement System (ASRS). Enrollment eligibility becomes effective after 27 weeks of employment. The current contribution rate is 12.00%.
