Overview
Deputy City Attorney III/IV role at the Office of the Los Angeles City Attorney. The Office is a large municipal law office with over 1,000 legal professionals, including 500 attorneys, providing legal services to the City of Los Angeles. Provide legal advice to the CAO’s Debt Administration Section and other City departments on municipal finance matters, including issuance and administration of tax-exempt and taxable bonds. Address State and Federal post-issuance compliance matters applicable to municipal bonds. Handle disclosure and securities law matters applicable to municipal bonds; negotiate and advise on contracts related to municipal financings (leases, indentures, credit facility agreements, escrow agreements, bond purchase agreements). Prepare ballot measures seeking voter authorization for matters such as general obligation bonds or special taxes; advise on Proposition 218, Proposition 26, and related issues; may involve litigation. Prepare related ordinances, opinions, City Council Reports, and other documents relating to municipal financings and finance matters. Qualifications
Licensed to practice law in all California courts. At least 5 years of municipal bond financing experience. Knowledge of municipal bonds and other debt financing for California local agencies, including CAO bond programs (GO bonds, lease financings, revenue financings, TANs, Mello-Roos, assessments, special taxes). Knowledge of laws relating to municipal financings and securities laws; excellent oral and written communication skills. Ability to work as a team with City staff, external bond and disclosure counsels, and municipal advisors; demonstrated research and writing skills in complex areas of law. Desired Qualifications
Experience advising legislative bodies; knowledge of the California Public Records Act, Brown Act and conflict of interest laws. Knowledge of public contracting laws and procurement practices. Experience providing legal advice to public agencies and/or regulatory agencies and public officials. Application Requirements
