Job Summary and Purpose The Lead Monitor I will arrange, coordinate, supervise, mentor, and oversee the Monitors’ efforts to provide security of the program premises and safety for program clients, visitors, and employees. The Lead Monitor I shall provide Safety Training to the Monitor staff and ongoing safety oversight. The Lead Monitor I performs Monitor duties on behalf of program clients/participants, and leads and trains Monitors. Driving ability is preferred.

Duties and Responsibilities

Assign shifts, ensure Monitors are scheduled around the clock, and plan personal shifts to observe each shift during the week.

Train Monitors in program operations, safety, and security expectations and procedures.

Oversee operations for safety practices and provide ongoing safety leadership.

Shelter Security

SHELTER ENTRANCE MONITORING: Monitor and authorize entrance and departure of participants, employees, partners, visitors and others to guard against theft and maintain security of premises.

BAG & PERSON SCREENING: Screen participants’ person and belongings; treat all participants with dignity and professionalism.

Patrol premises to prevent and detect signs of intrusion and ensure security of doors, windows, and gates; file reports as needed.

SHELTER SAFETY

Observe shelter operations, report and correct unsafe conditions or defective equipment.

Know location of fire exits and assist participants in emergencies.

Monitor clients, conduct room checks, and maintain records of client compliance with program rules; report to clinical/case management staff as required.

Call police or fire department in emergencies.

ASSET PROTECTION

Protect shelter assets and report suspicious events to supervisor.

Complete written reports and incident logs of daily activities and irregularities.

ACT AS A ROLE MODEL FOR PARTICIPANTS AT ALL TIMES; put clients’/participants’ needs first.

CLIENT/PARTICIPANT SUPPORT

Answer phones, mute messages for clients and staff; monitor doors and greet visitors.

Maintain office housekeeping; ensure common areas, laundry areas, and restrooms are clean and disinfected and operational.

Assist shelter staff during services to clients/participants, including setup for classes, meetings, meals, recreation, and other shelter events.

DRIVING TASKS (for licensed Monitors)

Transport program participants to and from locations such as human service locations, work sites, and medical facilities.

Assist passengers with wheelchairs, car seats, and mobility devices; ensure passenger safety.

Maintain trip records, mileage, and fuel usage; keep vehicle clean and in good operating condition; perform routine maintenance as needed.

Inputs required data into computer systems and logs.

Other duties as assigned to support program goals.

Essential Duties

Train, supervise, and schedule Monitors.

Shelter Security: Monitor entrance, screen bags and persons, patrol premises.

Shelter Safety: Monitor clients, conduct room checks, report safety concerns.

Asset Protection: Complete incident logs and daily activity reports.

Client/Participant Support, including driving tasks if licensed.

Other duties as required and may change.

Role model behavior for participants at all times.

Qualifications Requirements

Must pass fingerprint clearance and background checks, including criminal history, personal references, employment and education verifications.

Education

Within 30 days of hire, must successfully complete VOALA safety training.

Experience

One year in general security, social/human services, or customer service.

One year of proven college coursework, or completion of Careers for a Cause (C4C) or other homeless training with a certificate can substitute for the experience requirement.

Preferred Qualifications

Current California driver’s license with clean driving record; knowledge of CA driving laws.

Experience in a group residential setting and serving the homeless.

Experience in mental health or substance abuse treatment settings, or other group residential program.

Database familiarity; insurability with VOALA insurance.
