The HR Systems & Solutions team seeks an experienced Senior Technical Program Manager (TPM) to join the Service Delivery Optimization (SDO) team. In this role, you will lead complex, multi-functional programs that drive process improvement, optimize HR service delivery, and integrate technology solutions into scalable business operations. You will partner with leaders across HR, IT, Finance, and Operations to align service delivery needs with enterprise strategies while ensuring program governance, organizational alignment, and operational efficiency. The ideal candidate is strategic yet hands-on, with deep expertise in HR technology (Workday preferred), program management, and service delivery optimization. This is a highly visible role requiring creativity, analytical capability, technical proficiency, and the ability to persuade at all levels. We seek a proactive, fast-paced, ambiguity-tolerant leader who delivers measurable outcomes improving employee and customer experiences. What You'll Do

SDO: Uphold Delivery Optimization as a center of quality, efficiency, and reliability

Analyze processes and implement simplification, efficiency, and engagement improvements Define and track metrics/dashboards to measure service performance and drive continuous improvement Lead leadership engagement and build a network of leaders; understand partner and customer motivations

Project Management: Lead cross-team and/or multi-phase projects from design through implementation with focus on security, scalability, and business value

Define problem statements, objectives, success criteria, and milestones Govern program portfolios by identifying risks, managing dependencies, and ensuring on-time delivery Deliver HR technology programs across planning, readiness, and launch Manage documentation across lifecycle; capture scope, timeline, and approach changes Maintain detailed project records and produce reports and presentations Assess risk and progress; create mitigation plans for portfolio derailments Own delivery outcomes and ensure technical service performance meets or exceeds expectations

Communication: Lead program communication strategy, providing executive-ready summaries of health, progress, risks, and issues

Central point of program health reporting Develop data-driven reports, dashboards, and recommendations for decision-making Conduct research and present recommendations to senior management Tailor messaging for diverse audiences and drive objective reporting

Resource & Capacity Management: Monitor project pipeline, balancing initiatives against team capacity

Monitor resource allocation across priorities, BAU, and ad-hoc initiatives Track workload sustainability, backlog, and demand signals to identify risks Provide capacity insights to leadership for proactive resourcing and workforce planning

What You\'ll Need

Bachelor’s degree in Business, IT, HR Systems or related field or equivalent experience 7+ years of program management experience leading highly complex projects in HR, IT, or enterprise tech Proven track record delivering large-scale, cross-functional programs from strategy to execution Strong technical fluency with HR systems (Workday, UKG Pro WFM preferred) and cloud platforms Expertise in governance, risk management, process optimization, and capacity planning Excellent prioritization, organizational, critical thinking, communication, and executive presentation skills Experience with Agile methodologies, SDLC, and modern Cloud technologies Proficiency in Jira, Confluence, Smartsheet, MS Project, Tableau, and Excel Ability to influence and build consensus across leadership Travel up to 25% as required (minimal expected) Preferred Skills

PMP, Agile, or Six Sigma certifications Background in HR transformation or large-scale enterprise operations Expertise in resource modeling and portfolio demand management Advanced knowledge of Workday Core HCM, Benefits, Payroll, etc., UKG PRO WFM, data visualizations (Excel, Tableau) and HR technologies Chewy is an equal opportunity employer.
