This management level professional and administrative transportation planning position is responsible for planning, development, marketing, compliance programs, and projects of local and regional impacts. The incumbent will perform a variety of general and specialized professional transportation planning functions, including conducting studies, analyzing data, and preparing reports on current and long-range projects, emphasizing current mobility planning, transit-oriented development, active transportation, and sustainable mobility infrastructure. Manages the service planning section and directs transit planning, technology implementation, bus service plans, systems, and equipment evaluation. The incumbent works with a considerable degree of latitude for independent judgment, action, and initiative to advance complex work assignments and projects according to position significantly established policies and procedures leading and providing technical guidance, training, and subordinate coaching and mentoring. About the Agency
The Department of Public Works and Transportation (DPW&T) is responsible for nearly 2,000 miles of County-maintained roadways that range from rural to urban classifications. The transportation infrastructure includes 900 bridges, as well as shoulders, sidewalks, curbs/gutters, stormwater management facilities, driveway aprons and nearly 3,000 acres of grassy area — all of which are maintained by staff of the Department. DPW&T’s workforce keeps the County’s various services moving by performing a myriad of activities which include removing snow and ice from County-maintained roadways, upgrading traffic signals, installing streetlights, clearing fallen trees, unclogging drainage inlets and maintaining stormwater management facilities, as well as performing roadway repairs ranging from potholes and sidewalk trip hazards to bridge repairs and resurfacing projects and more. Responsibilities
Manages the county's fixed route transit planning and multi-modal transit program development, including route and timetable design, preparation of schedule of operations, bus route service changes, service evaluations and analysis Develops transit planning, service improvement strategies and projects that address pressing transportation challenges in the areas of safety, operational efficiency, and enhancing the customer experience Serves as Section Chief, Transit Planning Oversight of technical analysis and planning review; special projects and strategic initiatives; inter- and intra-agency coordination and liaison activities Manages planning, development, compliance programs, and projects of local and regional impacts Analyzes and provides recommendations on WMATA, RTA, and County transit proposals, including joint development, rail station plans, TSM/TDM, and marketing Monitors program and service performance, stop system design and control, and program design and development Coordinates assigned activities with other departments and outside agencies, including coordination with cooperating stakeholders in developing key plans including the capital needs inventory, transit asset management plan, and related documents Develops and manages TheBus operating and capital budgets, quarterly financial reports, and other fiscal submissions (e.g., state and federal) Supervises Planning and Innovation activities, including transportation planning and route and service design analysis Responsible for implementing change management processes Develops and manages performance indicators; project scopes for studies Guides the County’s 5-Year Transit Vision Plan, community outreach activities, ADA and Title VI compliance Leads the administration and management of grants and prepares grant applications, secures necessary grant applications and approvals Develops grant agreements, monitors and reviews programs for reporting compliance, program budgets, and milestone completion Collects and prepares data for timely reporting; and coordinates, prepares, and conducts public hearings as required Manages capital improvement projects related to zero-emission transition contracts Minimum Qualifications
Master's degree in business or public administration, urban and regional planning, environmental studies, economics, energy policy, urban studies, housing and community development, public health or closely related field A minimum of four (4) years of responsible professional planning/program development experience in the area of assignment to include at least two (2) years of supervisory experience Please Note: There is no equivalency for supervisory experience An equivalent combination of relevant education, training and experience may be accepted Preferred Qualifications
Six (6) years’ experience, with demonstrated progressive responsibility in transportation planning, including a minimum of three (3) years supervisory and/or management level experience Demonstrated experience leading teams to success through interpreting policies, executing management plans, employee development, mentoring and team building Thorough knowledge of managing multimodal transportation planning, equity and social justice concepts, and administrative principles and methods, including goal setting, program and budget development and implementation A firm understanding of transit system design and operations, recognizing the connections of how public transit service is affected by local and regional land use decisions, current or future transit services EACH APPLICATION MUST INCLUDE INFORMATION THAT CLEARLY DEMONSTRATES THE ABOVE QUALIFICATIONS FOR THIS POSITION Job Location
