Overview
Director of Transportation #6005270 (Open Competitive) Exam Date: 11/15/2025 Final Filing Date: 10/30/2025 This is a highly responsible leadership position involving the planning, organizing, leading and controlling of all phases of the Buffalo City School District’s transportation program and the maintenance of the district fleet. The Director of Transportation has responsibility for all pupil transportation modes including district operated, contractor operated and public transit. The Director of Transportation is responsible for the operation of a safe transportation program that provides excellent service for children, parents and schools within the most efficient framework possible. S/he reports directly to the School Superintendent or a designee and supervision is exercised over all personnel assigned to the function. The incumbent must be available 24/7.
Responsibilities
Business Operations: develops and implements ways to improve efficiency, cost effectiveness and quality of transportation operations;
Develops and prepares the annual budget for the transportation program;
Analyzes and reviews budgetary and financial data; oversees and authorizes expenditures in accordance with established limitations; establishes and maintains budget and expenditure control for contracted yellow bus services;
Establishes, manages, monitors and administers external contracts for student transportation services, including forecasting the need for contracted services, procurement planning, contract development, quality assurance, performance monitoring, and management of the services;
Directs, reviews and participates in studies to analyze and evaluate needs and services including amount and type of equipment, supplies, and human resources for feasibility and cost effectiveness;
Formulates, interprets, evaluates and implements rules, regulations, policies and procedures affecting the transportation program;
Establishes and promotes the use of technology in routing, maintenance, and management of the transportation program.
Regulatory: monitors District compliance with Federal and State regulations and requirements and District standards relating to pupil transportation; initiates corrective action as needed; provides data annually and as required for all SED reports and requests; evaluates, develops and implements Strategic Plans for the Transportation Program.
Supervisory: develops staffing, organizational structure and reporting and communications procedures for the Transportation Department; evaluates and oversees personnel, employment, training, certification and discipline practices for department employees; represents the department in collective bargaining conferences, mediations, grievance hearings and complaint actions; develops and recommends collective bargaining contract revisions; represents department in negotiations.
Collaborates with District planning efforts to forecast student transportation needs and establishes the most efficient and effective plans to meet those needs; Works closely with the Director of Purchase on storage, distribution and delivery services.
Communications: works with district administrators, staff, parents and others in matters relating to pupil transportation as well as support for special programs; communicates with other administrators, personnel and outside organizations to coordinate activities and programs, resolve issues and conflicts and exchange information; develops policies and procedures to encourage effective and efficient management controls and establish best practices; serves as the liaison between the bus contractor and schools and parents concerning transportation related problems; responds to media and public inquiries within the parameters of the District’s communication plan; meets with and/or advises employees, school administrators, legislative committees, officials of public agencies, community organizations, contractors and the public regarding school transportation problems and policies.
Operations: supervises the design and implementation of all bus routes providing the best possible service using the least possible number of buses; responsible for the operations of the Service Center; oversees and assess the accuracy of the automated routing and scheduling system; responds to emergency situations and matters of concern regarding transportation issues; advises the Chief Operations Officer or other designated officials on weather conditions and recommendations to close schools during emergency conditions; reviews, approves and authorizes department safety practices and standards and conducts independent investigations and inspections of safety programs; directs the transportation safety instruction of pupils and school staffs; assures that adequate processes are in place to measure overall performance of all resources.
Fleet Maintenance: directs and monitors the District’s fleet maintenance program; oversees a comprehensive program for vehicle maintenance, estimates vehicle needs, prepares cost estimates and writes vehicle specifications; administers and supervises the bus and truck operations including scheduling, routing, maintenance and repair.
Performs related duties as required.
Qualifications Bachelor's Degree from a college or university accredited by a recognized accrediting agency in Business Administration, Public Administration or a closely related field and six years of full-time progressively responsible administrative experience managing a large unit in business, government or transportation services including budget development, personnel management, contract management and program implementation responsibilities.
Special Requirements
Possession of a valid New York State Driver’s License that must be presented at time of filing application and maintained during employment.
Applicants must obtain Certification as a New York State School Bus Driver Instructor within 18 months of appointment.
Administrative Experience is defined as the responsible direction and control of an identifiable organizational unit or program. In addition to the supervision of work groups, is involved in planning, resource allocation, program evaluation and formulation of operating policies and procedures.
Note: Verifiable part-time experience will be pro-rated to meet full-time experience requirements. Proof of education must be presented at time of appointment.
