Position Summary: Technical and administrative work for the Code Compliance Division involving research and review of violations, issuance and coordination of notices and other related paperwork, handling difficult customers and complaints, reviews cases and monitors activity for special magistrate Code Cases. Essential Duties And Responsibilities: The duties listed are intended to serve as an example of the typical functions performed. They are not exclusive or all inclusive and will vary with assignments. Responsibilities

Coordinates and oversees assigned code enforcement processes and ensures compliance with all rules, regulations, policies, and procedures. Oversees, responds to, investigates, and logs citizen complaints from general telephone or walk-in inquiries, including performing inspections and handling special cases to seek compliance. Inspects and follows-up on approved temporary signs and temporary use permits in order to ensure compliance with conditions and the code. Inspects the City and follows up with code enforcement officers on an as needed basis to ensure compliance with various City codes and regulations including for approved site plans, landscaping plans, Business Tax Receipt requirements, and other City conditions or codes. Logs and follows up on elevated or complex code cases necessitating heightened review and oversight. Investigates and documents violations of City codes and ordinances. Processes courtesy and warning notices, notices of violations, and/or citations. Prepares Special Magistrate paperwork including agendas, affidavits and case history recaps, and ensures deadlines are met. Appears before the Special Magistrate as necessary to present case testimony and evidence pertaining to violations. Assist the Code Supervisor with special projects, as needed. Follows up on fines and liens imposed by the Special Magistrate to ensure timely enforcement of orders. Identifies legal property ownership or other parties to verify proper notice requirements are satisfied. Prepares documentation for submission to City Attorney for imposition and release of municipal liens. Performs administrative tasks to support the Code Enforcement Division functions. Establishes and maintains activity files and prepares reports as needed. Writes and ensures entries for Code Corner reminders are placed in the City newsletters. Ensure that the Code Enforcement Division page(s) of the City Website and Intranet are updated with the most current information. Maintains the division records including scanning and filing of documents in compliance with City and statutory requirements and completes the annual records destruction in coordination with the Department Records Specialist. Involves frequent contact with the public; communicates in a courteous, professional and tactful manner at all times. Establishes rapport with community groups and other civic organizations through meetings, speeches and presentations. Conducts research for special projects as assigned. Notifies the Supervisor of any issues or concerns that need to be addressed at a high level. Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession and reads professional literature. Represents the City at meetings, when requested. Interacts with City Attorney in preparation of code enforcement cases. Interacts with other City, County, and State agencies to enforce violations. Provides assistance to other employees as needed. Performs other duties as assigned. Qualifications

Knowledge of Municipal ordinances, zoning codes, policies and procedures and directives. Knowledge of Chapter 162 and Chapter 205, Florida Statutes. Knowledge of various principles, practices of local government administration. Knowledge of employment supervision, employee development, and performance evaluations. Computer software including Microsoft Word, Excel, PowerPoint and other programs. Customer service practices and procedures; office terminology, methods, practices and procedures. State of Florida public records laws and records management practices. Current technology and software applications appropriate to the assigned responsibilities. Ability To

May work nights and weekends as necessary. Work flexible schedule. Attend evening meetings of various advisory boards or task forces, as required. Recognize potential fire and safety hazards. Understand and interpret City codes and regulations. Enforce municipal regulations with firmness and tact. Understand and adhere to rigid regulations and policy procedures. Complete assignments accurately and on a timely basis. Handle complaints in a courteous and effective manner. Work independently to make sound decisions based on well-established procedures. Observe, gather and analyze data, and prepare reports on findings. Propose and develop effective solutions to safety hazards identified during inspections. Read and interpret site and development plans and landscaping plans. Maintain high standards for professional and ethical conduct. Establish and maintain effective working relationships with co-workers, public agencies, vendors and the general public. Coordinate effectively and foster team building and trust. Plan and organize work assignments and resources to provide timely, effective and efficient operations. Interpret and apply complex rules/regulations, present findings and recommendations concisely and effectively in oral and written forms. Identify issues, generate and evaluate alternate solutions and make sound recommendations. Prepare and maintain clear, concise and accurate records and reports. Ensure confidentiality in matters related to building. Assist with reports, memoranda, letters, recommendations, and other documents. Keep apprised of current issues, trends and practices relating to building. Follow safety rules and regulations of the Department and the City. Support the Department’s and City’s Mission, Values and Goals. Physical Requirements / Working Conditions

Regularly walk, sit, stand, reach with hands and arms, and talk and hear. Occasionally kneel, bend, crouch, and lift and/or carry office equipment and boxes up to 20 pounds. Frequent driving to construction sites, businesses and residences; walking to perform visual observations, climbing ladders, and taking pictures. Primary working conditions are a combination of indoor/outdoor environmental conditions on a daily basis. Specific vision abilities include close vision, distant vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Tools And Equipment Used

Two (2) years’ experience in code enforcement or closely related field; or similar position with considerable public contact and/or investigative knowledge/background. Possess and maintains a valid Florida Driver’s License. Must possess and maintain Level 1 Certification in Fundamentals of Code Enforcement by the Florida Association of Code Enforcement (F.A.C.E) and the ability to obtain another certification by F.A.C.E (6) six months of employment. Must maintain a minimum of sixteen (16) continuing education credits every two (2) years. Seniority level
