Overview

Compliance Specialist

The position provides on-site leasing and compliance for one or more residential multifamily apartment communities. We are seeking a dedicated and knowledgeable Affordable Housing Compliance Specialist to join our team. It is essential in ensuring compliance with federal, state, and local regulations related to low-income housing, including the Low-Income Housing Tax Credit (LIHTC) program and Project-Based Section 8 housing. The successful candidate will be responsible for conducting on-site leasing and compliance reviews, providing training, and ensuring that all properties meet the necessary standards for affordable housing. This is a fast-paced environment and attention to detail is a requirement for continued employment.

Workplace Requirements

Monday through Friday is the primary work schedule, but evenings and/or weekends may be required on a regular basis and may not be fully known in advance.

Education

High school diploma or GED. This position requires the ability to accurately perform intermediate mathematical functions and the ability to understand and perform all on-site resident management software functions.

Professional Experience

A minimum of three years of experience in residential property management and lease up.

Responsibilities

Work closely with tenants and applicants to lease, certify and recertify.

Leasing and processing applications following on-site client policies and procedures.

Assist with move-ins and move-outs.

Complete Annual and Interim recertifications, including scheduling and administering resident interviews.

Coordinate on-site data collections and processing of resident information.

Schedule resident recertification interviews.

Ensure proper calculation of income, assets, rent levels, etc.

Coordinate apartment inspections for recertifications.

Maintain resident files in accordance with company policy and regulatory agency policy.

Assist office staff with other tasks, including collection of rents and social activities.

Rehabilitation, brand new lease-ups, and re-syndication processes.

Assist management in preparing for state audits.

Additional tasks, duties, and responsibilities as needed.

Requirements

Experience in affordable housing required.

Impeccable customer service skills.

Strong verbal and written communication skills.

Minimum of three (3) years recertification experience with a preference for professional certifications such as COS, TCS, or HUD/LIHTC designations; Section 8 or Public Housing experience is acceptable.

Ability to multi-task within time constraints.

Excellent attention to detail and ability to work independently.

Proficient in Word, Excel, Outlook, Property Management Software and Internet literacy.

Understanding of HUD and LIHTC program requirements.

Prior LIHTC recertification experience is necessary.

Strong understanding of HUD 4350, experience with the 236 program and related CPO.

Section 8 experience is required.

Tax Credit experience is required.

Public Housing experience is required.

Bilingual English/Spanish is desired.

Attendance/Travel Requirements

The position requires the ability to work any of the seven days of the week, 52 weeks of the year. Due to property staffing limitations, it is critical that individuals can work their scheduled hours consistently and, if necessary, overtime hours when requested. The position may require on-call availability and occasional travel to attend owner meetings or events, possibly in another state. Some after-hours resident events may be required.

Computer skills

Intermediate computer skills, Microsoft Office, Internet knowledge, and working knowledge of Yardi.

Physical Demands

Must be capable of physically accessing all exterior and interior parts of the property and amenities. Must be able to push, pull, lift, carry or maneuver weights up to 50 lbs independently and 100 lbs with assistance.

This role is non-exempt and eligible for overtime for all hours worked over 40 per week. The anticipated hourly pay range is $16-$18 per hour for a new employee, depending on experience and other factors. This position may be eligible for discretionary and/or performance-based bonuses. This is a full-time position (30+ hours/week) eligible for paid vacation, sick leave, holidays, and health & welfare benefits as outlined on the Company’s website.
