Senior Energy Pricing and Policy Analyst
The Energy Division develops and administers energy policy and program to serve the public interest, advise the Commission, and ensure compliance with the Commission decisions and statutory mandates while providing objective and expert analyses that promote reliable, safe, and environmentally sound energy services at lowest reasonable rates for the people of California. Under the general direction of the section Program and Project Supervisor (PPS), the incumbent will have lead responsibility in conducting complex economic, policy and/or technical analyses and research to support Administrative Law Judges (ALJ), Commissioners, and Advisors. Specifically, the incumbent will lead analytical projects designing and implementing new tariffs, data collection efforts and reporting to promote electrification, decarbonization and customer equity. A permanent Senior Public Utilities Regulatory Analyst (PURA V—Electric Rates) will be responsible for leading the analytical, project management, and advisory responsibilities for shaping advanced rate designs through rulemaking and ratemaking proceedings including the ongoing oversight and program management responsibilities for the implementation of new tariffs and programs for residential and non-residential classes. The incumbent will also be responsible for leading the development and implementation of pricing strategies, data collection efforts and innovative evaluation tools that promote affordability, electrification, decarbonization and grid efficiency and reliability. Responsibilities and Duties: Conduct complex economic, policy and/or technical analyses and research to support Administrative Law Judges (ALJ), Commissioners, and Advisors. Lead analytical projects designing and implementing new tariffs, data collection efforts and reporting to promote electrification, decarbonization and customer equity. Lead the analytical, project management, and advisory responsibilities for shaping advanced rate designs through rulemaking and ratemaking proceedings. Develop and implement pricing strategies, data collection efforts and innovative evaluation tools that promote affordability, electrification, decarbonization and grid efficiency and reliability. Requirements: Ability to manage complex projects involving the delivery of numerous analytical work products under tight deadlines. Quantitative reasoning, spreadsheet and modeling skills, and ability to effectively interpret and analyze data and modeling results. Ability to prepare and deliver persuasive written and verbal briefings on technical subject matter.
