About this Role The Senior Process Analyst provides subject matter expertise in analyzing, documenting, and improving business processes to support enterprise operations at the U.S. Department of Health and Human Services (HHS). This role focuses on optimizing workflows, increasing operational efficiency, and ensuring alignment with federal regulations, policies, and program objectives.
The analyst works closely with federal stakeholders, business owners, and IT teams to evaluate current-state processes, identify gaps, and recommend improvements that support HHS mission delivery. The ideal candidate has extensive experience in process analysis, process modeling, and business process reengineering (BPR) within federal environments, and possesses strong facilitation and analytical skills to drive operational excellence.
Key Responsibilities
Process Analysis & Improvement: Conduct detailed analysis of existing business processes across HHS programs, identifying inefficiencies, redundancies, and risks.
Process mapping: Document current-state and future-state processes using process mapping tools (Visio, Lucidchart, or equivalent).
Documentation: Develop process workflows, standard operating procedures (SOPs), and business process documentation for federal programs.
Gap analyses: Conduct gap analyses to evaluate process performance and compliance with federal regulations.
Improvements: Recommend process improvements leveraging best practices, automation opportunities, and technology solutions.
Facilitation: Facilitate process improvement workshops, brainstorming sessions, and stakeholder interviews.
Project & Change Support
Partner with project managers, IT teams, and business stakeholders to ensure processes are accurately captured and integrated into system design or enhancements.
Support process implementation, including training, documentation, and change management activities.
Monitor and evaluate process performance post-implementation, identifying further optimization opportunities.
Assist in the development of metrics and key performance indicators (KPIs) to measure process effectiveness and efficiency.
Federal Compliance & Reporting
Ensure all process documentation and recommendations comply with federal standards, HHS policies, and regulatory requirements.
Support audit readiness and reporting by providing process documentation and analyses.
Contribute to risk assessments, internal controls evaluations, and federal compliance reviews.
Collaboration & Stakeholder Engagement
Serve as a liaison between business stakeholders, program managers, and IT teams to ensure alignment of processes and systems.
Communicate complex process issues and recommendations clearly to both technical and non-technical audiences.
Provide subject matter expertise in federal business operations, best practices, and process governance.
Mentor and guide junior analysts on process analysis methodologies and documentation standards.
Qualifications and Skills
U.S. Citizen
and eligible to obtain and maintain a
Public Trust clearance .
Bachelor’s degree
in Business Administration, Information Systems, Public Administration, or related field.
7+ years of experience
in business process analysis, process improvement, or process reengineering.
Experience in
federal programs or federal IT environments , preferably within HHS or other civilian agencies.
Proficiency in
process modeling tools
(e.g., Visio, Lucidchart, ARIS).
Strong knowledge of process analysis methodologies, workflow documentation, and business process reengineering.
Excellent communication, facilitation, and stakeholder engagement skills.
Ability to manage multiple priorities, projects, and deadlines in a dynamic environment.
Desired Skills and Competencies
Experience with
HHS programs
such as CMS, NIH, HRSA, or ACF.
Knowledge of
federal regulations, compliance standards, and performance metrics .
Experience supporting
Agile or SDLC projects , including requirements gathering and workflow analysis.
Familiarity with
process automation tools , Robotic Process Automation (RPA), or workflow management systems.
Certifications such as
CBPA (Certified Business Process Analyst), Six Sigma, Lean, or PMP .
