Overview

Prepare, analyze, & process all accounts payable using a computerized accounting system for the City and various related agencies. Also, prepare various financial reports for internal & external users.

Responsibilities

  • Compile and analyze financial information to prepare entries to journals and ledgers.
  • Ability to work extensively with computerized municipal fund accounting system.
  • Use of desktop computer programs in word processing, spreadsheets and databases.
  • Maintain an accounts payable system, determine fund availability and disburse payment from proper accounts to the correct vendors for all purchases made by the City.
  • Work closely with accounts receivable managers in the private sector to assure timely and accurate payment of the City’s bills.
  • Prepare reports for internal use, public use, City legislative body, state and federal agencies.
  • Furnish information to City staff for use in annual budget preparation. Develop spreadsheets for use by Chief Financial Officer in completing the annual budget process.
  • Maintain all accounts in balance with proper ledgers, journals and bank accounts.
  • Develop and prepare schedules of expenditures, revenues, bank analysis and trust accounts for use by external auditors.
  • Coordinate and work closely with external auditors to provide necessary information for completion of City’s Comprehensive Annual Financial Report (CAFR).
  • Prepare month end closing and annual closing at the end of the month and fiscal year respectively.
  • Implement proper accounting procedures and internal controls for proper accounting of public funds.
  • Make recommendations to Chief Financial Officer for implementation of new accounting procedures for statutory changes made by local, state and federal government legislation.
  • Advise Chief Financial Officer of changes needed in the accounting system to report to Internal Revenue Service or other federal or state agencies.
  • Maintain a payroll system for assigned agencies.
  • Complete all monthly, quarterly and annual reporting for payroll purposes to City, state and federal government.
  • Conduct studies and submit recommendations for improving the accounting operation.
  • Perform other duties as assigned by supervision.

Qualifications

  • Graduate of an accredited high school or GED. Business school or college courses in business practices.
  • Three (3) years’ experience in accounting field and two (2) years’ experience using spreadsheets.
  • Requirements include: ability to interpret rules, regulations, policy papers and statutes from local, state and federal governments.
  • Demonstrable knowledge of accounts payable systems.
  • Experience in a public accounting office is desirable.
  • Any equivalent combination of education, training and experience which evidences a comprehensive knowledge of finance and accounting principles may be considered.
  • General office environment is open space for several employees in the same room.
  • Sitting for long periods of time and use of computer keyboard.
  • Use hands, fingers and arms; must be able to lift/move up to 40 lbs.
