Serco
Serco is hiring Hydrologists to perform site inspections in support of the Federal Emergency Management Agency Public Assistance recovery initiatives in Zone 2 across the Midwest. The position will consist of professional and non-professional personnel to provide support to state, tribal, territorial local governments, and some private non-profits.
Overview Serco strives to provide support quickly and efficiently to FEMA’s mission by helping those affected by man-made and natural disasters. This position is contingent upon the ability to obtain/maintain/transfer a FEMA EOD Badge/Public Trust Clearance. Customer requirements and approval are also required.
Responsibilities
Review and analyze professional architectural/engineering reports and designs or as-built plans.
Thoroughly document analysis in writing.
Develop scopes of work, including related code and standard requirements.
Validate applicant-provided scopes of work to include related code and standard requirements.
Develop and review cost estimates.
Advise FEMA staff on the technical validity of claims presented under FEMA’s arbitration process.
Serve as an expert witness on FEMA’s behalf during arbitration hearings, if required.
Qualifications
5 years minimum of prior FEMA Public Assistance (PA) experience.
A bachelor’s degree (in a related field) with at least 10 years of experience in a related field and professional registration (Professional Engineer – PE); OR a bachelor’s degree with 15 years of experience.
1–2 years of experience in site inspections of large commercial construction infrastructures.
1–2 years of experience in site inspections for restoration of roads, bridges, water control facilities, buildings, utilities, debris removal, schools, churches, parks, and recreation centers.
Ability to obtain and maintain FEMA Public Trust clearance.
United States citizenship.
Maintain FEMA-specific trainings.
Strong Microsoft Office skills.
Ability to deploy to any location in Zone 2 with a 24–48 hour notice after task order award. (Zone 2 includes Arkansas, Colorado, Illinois, Indiana, Louisiana, Michigan, Minnesota, Montana, New Mexico, North Dakota, Ohio, Oklahoma, South Dakota, Texas, Utah, Wisconsin, and Wyoming.)
Ability to go on 6–12 month deployments at a minimum.
Experience and comfort with using a smartphone.
Work independently, in a team environment and under stressful conditions with tight deadlines.
Additional Desired Experience and Skills
Professional Engineer (PE) certification.
Experience managing site inspectors.
Knowledge of FEMA Public Assistance Program/Policy.
Training in the new Public Assistance delivery model is preferred.
Active FEMA badge.
Pay Range The salary range for this role is $93,600.00 to $208,000.00.
