The Office of Planning is hiring a

Community Planner

Job Summary This position is located within the Office of Planning (OP), Citywide Strategy and Analysis Division (CSAD). OP is responsible for planning the long‑term growth of the District of Columbia and provides the vision and principles that guide land use change, growth, and development of an equitable and vibrant city. OP undertakes citywide and neighborhood planning and engagement; urban design and development review; historic preservation; mapping and data analysis; and serves as the official Census State Data Center. OP is the steward of the District’s Comprehensive Plan, which advances housing, economic recovery, racial equity, resilience, and coordination of public resources and civic infrastructure.

Duties and Responsibilities

Conduct research and analysis to identify land use planning issues and opportunities; develop program and policy recommendations, reports, and plans.

Lead coordination among OP team members to produce data visualizations and incorporate area‑based planning, development review, and historic preservation.

Lead interface with partner agencies; conduct stakeholder engagement, including planning, executing, and facilitating meetings with communities, partner organizations, and other stakeholders.

Conduct day‑to‑day project management, including tracking work plans, project timelines, and progress.

Qualifications & Education Degree : Community planning or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Combination of education and experience : Courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

Related proven experience : Written and verbal communications; project management including using project management software such as Microsoft Project; strong organizational skills; quantitative and spatial research including racial equity analysis and familiarity with ESRI tools such as ArcGIS; planning and conducting community engagement; communicating and negotiating effectively with various partners and stakeholders; producing high‑quality visual communications using tools such as PowerPoint and InDesign.

Licenses and Certifications Valid driver’s license.

Work Environment Office setting with occasional outdoor surveys, site visits, and presentations to other entities.

Other Significant Facts Tour of Duty: Monday–Friday, 8:00am–5:00pm. Participation in evening meetings and occasional weekend meetings required.
