Labor Relations Manager
Port of Portland is seeking a strategic and hands-on Labor Relations Manager to lead the development and execution of a comprehensive, organization‑wide labor relations strategy. In this pivotal role, you will shape how the Port partners with its represented employees, fostering a workplace grounded in fairness, respect, and collaboration. Your expertise will guide labor policy, drive proactive engagement, and ensure alignment between labor strategies and organizational goals.
Responsibilities
Serve as a key advisor to leadership, a trusted partner to labor representatives, and a champion for constructive dialogue and resolution.
Lead complex negotiations and resolve high‑stakes challenges with confidence and integrity.
Influence policy and culture, ensuring our labor practices reflect our commitment to equity, collaboration, and operational excellence.
Develop, implement, and direct the Port’s labor relations strategic plan and program, aligning with strategic objectives, business and work plans, and regulatory requirements.
Serve as the Port’s chief spokesperson for contract negotiations for collective bargaining agreements; develop positions, proposals, and strategies, and negotiate labor agreements.
Prepare Memorandums of Agreement, Understanding, and Exception, along with Supplemental Agreements.
Facilitate labor‑management meetings, research issues, and prepare the Port’s responses while maintaining current knowledge of labor relations trends, legal decisions, and statutory changes.
Conduct research to support contract negotiations and use appropriate negotiation strategies to develop bargaining goals consistent with the Port’s mission, vision, and values.
Essential Job Duties
In collaboration with senior leadership, develop and direct the Port’s labor relations strategic plan and program.
Serve as the Port’s chief spokesperson for contract negotiations and develop labor agreements.
Prepare and manage all related documentation for agreements and supplemental agreements.
Facilitate labor‑management meetings and coordinate joint labor‑management committees.
Exercise professional leadership in promoting good employee/management relations.

Minimum Qualifications
8+ years of progressively responsible experience in Labor Relations.
At least 5+ years as chief spokesperson negotiating successful labor agreements between management and employee organizations; experience planning, directing, and organizing labor activities of a public agency is preferred.
At least 3+ years of people management experience.
Highly desired: demonstrated experience with creating and maintaining organization‑wide Labor Strategy tied into key business goals and initiatives.
Preferred certifications: Certified Labor Relations Professional (CLRP) or Professional in Human Resources (PHR).
Education: Master’s/Bachelor’s degree in Labor Relations, Human Resources, Business, social sciences, or related field (experience may substitute for education).
Demonstrated Skills & Abilities
In-depth knowledge of labor relations principles and practices, including contract administration, collective bargaining, legislation, court decisions, and ERB decisions.
Expertise in National Labor Relations Act, NLRB, Oregon’s Public Employee Collective Bargaining Act, Oregon Employment Relations Board, and state/federal employment laws.
Ability to interpret, explain, and apply collective bargaining contract language, administrative rules, processes, and federal, state, and local policies.
Strong presentation skills and ability to bring diverse stakeholders to consensus.
Excellent writing and editing skills with the ability to document processes.
Proven teamwork, respect, and professionalism.
Working Conditions Flexible hybrid schedule: office Tuesday through Thursday with remote work on Mondays and Fridays.
Compensation Salary ranges are established for each position to ensure equitable pay practices. Final offers are determined based on experience, qualifications, and internal pay equity considerations.
Selection Process (Tentative Schedule)
Minimum qualification evaluation by Human Resources until role closes on the 29th of October.
Subject Matter Expert (SME) Panel evaluation of experience and training from submitted application materials.
Virtual first‑round interviews following the close of the role, with in‑person panel interviews for finalists.
