We are looking for a Software Engineering Manager 2 to support execution of cutting‑edge Architecture and Framework Software Engineering programs. This is a dual‑role technical manager position at the Northrop Grumman Microelectronics Center (NGMC).

Relocation & Clearance Relocation assistance may be available. Clearance type: SCI. Travel: Yes, 10% of the time.

Responsibilities The Software Engineering Manager 2 will support the Northrop Grumman Microelectronics Center (NGMC). This dual‑role technical manager position will involve:

Managing a team of 10‑15 technical staff, including staffing support/allocation, performance and compensation management, and career goals development.

Leading the software life cycle engineering execution to include design, development, test/integration, and deployment/sustainment activities.

Accountable to stakeholders and program managers for project status reviews, impediments/roadblock resolution, and overall engineering/product quality execution.

Partnering with the program management office to ensure successful execution while accounting for cost, schedule, and resources management targets.

Providing technical leadership to the execution team to ensure best practices and applicable engineering processes and procedures are fully and adequately implemented.

Driving sustainable continuous improvement and developing/implementing a critical skills growth strategy focused on building world‑class execution teams.

Qualifications Basic Qualifications:

Bachelor’s degree in Science, Technology, Engineering, or Mathematics (STEM) with 8+ years of experience (or Master of Science with 6 years; Ph.D. with 4 years) within a related engineering field.

Experience managing engineering teams of 10 or more.

Demonstrated strong communication skills and ability to lead a diverse multi‑disciplinary team with high levels of engagement, including mentoring and coaching.

Strong hands‑on object‑oriented programming experience to include Python & C++.

Professional experience with software CI/CD tools such as GitHub, GitLab, Jenkins, and Atlassian tool suite including Jira.

Experience with SQL and NoSQL databases design, management, and interaction.

Experience with full‑stack software engineering.

Experience with Agile software development, object‑oriented architecture, software integration and testing.

Candidate must be a U.S. Citizen.

Clearance: Ability to obtain and maintain a U.S. government security clearance per customer requirements.

Preferred Qualifications:

Master’s degree in computer science or computer engineering with 6+ years within a related engineering field.

Control Account Manager (CAM) experience, preferably using an Earned Value Management System (EVMS).

Scaled Agile Framework (SAFe) experience.

Strong software engineering experience to include Embedded Software, distributed APIs, FPGA, and Instruments Drivers.

Software rapid prototyping experience to include designing and implementing solutions with minimal formal requirements.

Strong ability to learn new technologies quickly and independently solve problems in a fast‑paced environment.

Full life cycle design, implementation, and feature/automated testing of software.

Active U.S. government security clearance / U.S. Citizen.

Salary Primary Level Salary Range: $147,700.00 – $221,500.00. Depending on position, employees may be eligible for overtime, shift differential, and discretionary bonus in addition to base pay.
