The City of Inver Grove Heights seeks a knowledgeable HR professional to lead and manage its human resources division. Position requires excellent interpersonal and communication skills and a broad knowledge of public sector employment laws and practices, plus the ability to successfully manage multiple-projects and priorities and balance the needs and interests of the organization with those of individual employees. The Human Resources Manager position is responsible for developing and implementing city-wide human resource programs, policies and services; including labor relations activities, recruitment, staffing and retention, compensation/classification and benefits and leave administration. The HR Manager provides essential consultation, resources and advice to department and division leaders, the City Administrator and City Council and provides leadership in establishing a vision for the City as an employer along with strategic plans for carrying out that vision. This is a fulltime, exempt position with comprehensive benefits and MN PERA retirement. Position is open until filled; first review of applications will be 11/3/25. Coordinates recruitment and hiring processes in consultation with various City departments, including posting and advertising for open positions, rating applications, planning for interviews, drafting job offers and coordinating pre-employment screenings. Ensures AA/EEO and veteran’s preference compliance.
Consults with, provides advice, and makes recommendations to the City Administrator, department heads and managers concerning policies, laws, or human resources issues. Collaborates with City Administrator and City Attorney regarding complex HR issues.
Researches, writes and/or updates personnel policies and actions for City Council approval. Drafts and presents Council agenda items as needed.
Coordinates labor relations activities by leading contract negotiations, conducting research, formulating offers and proposals, and drafting or reviewing contract language. Participates in and guides others in the interpretation and application of contract provisions and the formal grievance process. Responds to requests for information and represents the City regarding petitions filed with the Bureau of Mediation Services.
Administers employee benefit programs for the City.
Collaborates and works with outside consultants to ensure comprehensive benefit package provisions. Reviews and recommends plans and employer contribution amounts.
Coordinates the open enrollment process including vendor presentations and the preparation of information and forms explaining benefit plans and enrollment processes.
Coordinates new hire orientations, enrollments, qualifying changes, COBRA, and retirement benefits.
Negotiates and selects plan administrators. Coordinates billing with the Finance Department, runs reports and monitors plan compliance.
Administers the City’s classification and compensation programs.
Prepares annual non-union compensation pay plans and drafts recommendations to City Council.
Administers all union and non-union compensation plans. Oversees wage and salary changes, application of FLSA, or changes resulting from reclassification or promotion.
Monitors and assures the proper interpretation and application of all contract provisions impacting wages and benefits.
Tracks the City’s classification system for Pay Equity compliance and completes reporting required by the state.
Monitors, evaluates and makes recommendations regarding employee leave programs to ensure market competitiveness and legal compliance. Drafts policies for the administration and coordination of leave benefits and ensures their consistent application within the organization. Administers and coordinates FMLA leave, Minnesota Paid Family Medical Leave (PFML) and other forms of leave provided via state and federal law and City policy or union contract.
Receives and evaluates requests for accommodation under the Americans with Disabilities Act (ADA). Works with supervisors and department heads to identify reasonable accommodations and ensures ADA compliance relative to individual employee needs.
Advises supervisors concerning performance management and employee relation issues. Monitors and ensures all laws, contract provisions and City policies are followed in implementing disciplinary or termination actions.
Investigates claims of workplace misconduct, harassment, and discrimination. Gathers evidence, conducts interviews, makes findings and drafts reports. Works with the City Administrator to evaluate when an external investigator is needed and, when applicable, serves as a resource to such external investigations.
Coordinates with the City’s contract workplace safety consultant to ensure appropriate safety training and procedures. Co-leads the City’s Safety Committee.
Identifies needs and develops or facilitates training and resources for supervisors, including those managing part-time, seasonal, and unionized employees, to ensure consistent application of City policies, effective communication, and compliance with employment law. Identifies and hires training providers and assists with scheduling and logistics for planned training events.
Assists supervisors with performance management and the application of personnel policies in operational settings.
Supervises and monitors the activities of division staff. Assigns work projects and tasks, set priorities, provides guidance, and evaluates staff performance. Monitors the activities of the Volunteer Engagement Coordinator, shared with neighboring cities, to ensure volunteers are utilized appropriately within the City.
Develops and recommends the HR Division’s annual budget and manages expenditures in accordance with adopted budget.
Keeps the City Administrator informed of significant issues or challenges impacting areas of responsibility.
Attends relevant seminars and conferences and participates in professional associations to stay up to date in the field of human resources.
Performs other duties of a comparable level or type, as apparent or assigned.
Minimum Qualifications
Requires a Bachelor’s Degree in Human Resources, Personnel Administration, Industrial Relations, Public Administration, Business or closely related field and at least 6 years of progressively responsible human resources supervisory or managerial experience in developing, implementing and administering human resource and employee relation programs; and/or an equivalent combination of education and experience. Must have at least two years’ experience in public sector Human Resources management, including work in a public-sector union environment. Desirable Qualifications
Prior professional experience writing personnel policies, establishing classification and compensation plans, and negotiating union contracts.
Experience applying common human resources laws and regulations, including the Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Minnesota Veterans Preference, Pay Equity, and Public Employment Labor Relations (PELRA) laws.
Knowledge of city government structure, operations and services.
