Job Description

Oversees the day to day operations of Solid Waste Department and ensures that it is operating in an efficient and environmentally responsible manner.
Essential Functions/ Job Competencies/ Physical Requirements

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Supervises, plans, schedules, and assigns work to subordinates; instructs and trains in correct methods and procedures; reviews and evaluates employee's performance.
  • Assists with scheduling, assigning, and supervising subordinates in the collections of refuse from houses and businesses.
  • Plans, organizes, and controls the refuse collection for the City of Laredo.
  • Assists with Department budget as well as capital improvements projects.
  • Addresses health and safety issues involving the handling of hazardous waste.
  • Prepares documents and presentations for Solid Waste Director, City Council, City Manager, as well as Public Information requests.
  • Works with the Texas Commission on Environmental Quality in meeting all permit requirements and recommends modifications as needed to run the Solid Waste Department in an environmentally sound manner.
  • May be required to operate heavy equipment on an as needed basis with proper required Commercial Driver License.
  • Assists in maintaining good communication between staff, visitors, and other business contacts.
  • Must follow all rules of telephone courtesy in all telephone communications.
  • Will be required to drive a City vehicle for City business use.
  • Performs other duties as assigned.

  • Ability to effectively communicate both orally and in writing in the English language and orally in the Spanish language.
  • Ability to comply with all City of Laredo's policies and procedures.
  • Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of the position.

Minimum Qualifications

Required Education and Experience
  • High School Diploma or G.E.D.
  • At least ten (10) years of experience in solid waste operations, of which six (6) years were in a supervisor capacity.
Valid Licenses and Certifications

Required Licenses or Certifications
  • Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.


The following Licenses and Certifications that must be obtained after employment:
Continued employment is contingent on successfully obtaining required certification(s) and/or license(s) within the specified period of time indicated above from time of hire.
  • Valid Municipal Solid Waste (MSW) Operator class "A" license from Texas Commission on Environmental Quality (TCEQ) must be obtained within 12 months of employment.


As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.

Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.

Effective January 7, 2008, all persons in safety-sensitive functions/positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing.
