The Assistant Treasurer supports the financial stability and operational efficiency of Barnstable County by assisting in the management of cash flow, debt service, banking relationships, treasury operations, and internal controls. This position plays a critical role in maintaining liquidity, safeguarding County funds, ensuring compliance with applicable laws, and supporting timely and accurate financial reporting.

The Assistant Treasurer shall be sworn in at the onset of starting their role. The position is governed by M.G.L. Chapter 35 which, in part, requires an annual bond provided to the County for the faithful performance of duties. The Assistant Treasurer serves as the Deputy Treasurer and assumes full responsibility in the absence of the Treasurer.

Supervision Works under the administrative direction of the Director of Finance/Treasurer, who provides oral and written directions. Work is of an administrative, professional, and technical nature, requiring the exercise of judgement in accordance with established procedures and sound financial management.

Essential Functions

Monitor and manage daily cash flow to ensure adequate liquidity for operations.

Reconcile all bank accounts and coordinate with financial institutions to resolve discrepancies.

Initiate electronic fund transfers, wire payments, and investment transactions.

Manage banking relationships and ensure compliance with depository and collateralization regulations.

Assist in the administration of the County’s debt portfolio, including scheduling debt service payments and coordinating bond issuances or short-term borrowings.

Track investment performance and ensure adherence to investment policies and statutory guidelines.

Prepare monthly and quarterly treasury reports, including cash position statements, investment reports, and interest earnings summaries.

Assist with year-end audit schedules, account reconciliations, and preparation of financial statement disclosures related to cash, investments, and debt.

Maintain treasury-related modules within the County’s ERP system (e.g., MUNIS), including accurate and timely data entry.

Perform all vendor and payroll funding.

Perform daily banking activities including deposits, cash transfers and investments transactions including recording transactions to the County’s ERP system (e.g. Munis).

Manage and maintain all vendor and payroll tailings.

Review and approve payment batches for compliance with policies and funding availability.

Ensure adherence to state and federal treasury regulations, including Massachusetts General Laws (e.g., Chapter 35).

Assist in implementing and monitoring internal controls related to cash handling, fund transfers, and draft and maintain written procedures for treasury operations.

Perform all Treasurer duties in their absence, including executing transactions, signing checks and notes, and representing the office in official matters.

Provide treasury-related assistance to departments, vendors, auditors, and grantors.

Assist with special projects, financial analysis, or policy development as assigned by the Treasurer.

Serves as the Assistant Treasurer for Barnstable County Retirement Association.

Serves as the Treasurer/Bookkeeper for Old King’s Highway Association.

Performs other duties as is necessary, or as directed.

Recommended Minimum Qualifications Education and Experience

Bachelor’s degree in Accounting, Finance, Business Administration, or related field required.

At least five years of progressively responsible experience in government finance, accounting, or treasury functions.

Public sector experience and proficiency with ERP systems (e.g., Tyler Technologies MUNIS) strongly preferred.

Knowledge, Skills, and Abilities

Comprehensive understanding of treasury operations, governmental accounting, and cash management.

Strong analytical and problem-solving skills.

Excellent interpersonal and communication skills, both written and verbal.

Advanced proficiency with Microsoft Excel and other financial software applications.

Ability to manage competing priorities and maintain accuracy under pressure.

Required Licensing/Certification: A valid U.S. Driver’s License

Preferred Certification: Massachusetts Treasurer Certification

Performs work under typical office conditions with seldom contact with the public; has constant contact with Grantors, County vendors, County offices and other public entities; contact is by telephone, in person, and in writing (memoranda, reports and letters). Operates computers and all standard office equipment. Errors and missed deadlines could result in accounting and reporting inaccuracies, monetary loss and further impact audit reports and adversely affect the decision-making process. Position has access to sensitive information including drafts of financial contracts and reports. Work is generally stable, but additional work can be anticipated at year-end or during period grants review; such work may generally be planned. Work is generally performed in an office setting, with moderate noise from office equipment and office traffic, and no exposure to outside weather conditions.

Minimal physical effort is generally required in performing duties under typical office conditions.

Position requires the ability to operate a keyboard and standard office equipment at efficient speed. May occasionally be required to lift up to 30 pounds, such as cartons of paper. The employee is frequently required to sit and talk and hear.
