Program Summary KBR supports the operational needs of U.S. armed forces at Morón Air Base in Spain and several bases in Turkey. We provide program management, civil engineering, morale, welfare, and recreation support, among other essential services. Awarded by the Air Force Installation Contracting Center, our contract spans a five-year base period with three one-year options.

Job Summary Join our team as an Environmental Engineer supporting the UABOS Turkey program. Reporting directly to the Chief of Environmental Programs, this role is responsible for managing and overseeing assigned environmental compliance programs. Key focus areas include Air Quality Management, Storage Tank and POL (Petroleum, Oils & Lubricants) Management, and Drinking Water/Wastewater Programs. The position ensures full compliance with host nation environmental laws, Turkish regulations, Department of the Air Force (DAF) instructions, and UABOS contract requirements. The Environmental Engineer will lead, provide technical expertise, conduct inspections, support audits, maintain data and reporting systems, and drive program improvements.

Roles And Responsibilities Program Management

Manage assigned programs: Air Quality, Fuel Tank and POL systems, Aboveground/Underground Storage Tanks, Drinking Water Surveillance, and Wastewater Operations.

Ensure compliance with Turkish environmental law, EU directives where applicable, and USAF environmental instructions.

Support the Environmental Management System (EMS) and base ESOH Councils, providing data, updates, and recommendations.

Inspections, Monitoring & Reporting

Conduct routine and special field inspections of tanks, fuel systems, air quality emission sources, and water/wastewater facilities.

Collect, analyze, and interpret test samples (air, water, soil, effluents).

Maintain compliance records, prepare required reports, and upload documents to USAF systems (EESOH-MIS, eDASH, MoTAT, MoYDEN, ECBS).

Develop and update Environmental Plans (EPPs), Spill Prevention, Control, and Countermeasure (SPCC) Plans, and other submittals.

Training & Awareness

Design and deliver environmental training for USAF, contractors, and host nation personnel.

Conduct briefings and prepare presentation materials for commanders, inspectors, and regulatory agencies.

Promote pollution prevention (P2) initiatives and resource conservation measures.

Compliance and Oversight

Interface with regulatory agencies, host nation ministries, and USAF representatives during inspections, audits, and reporting activities.

Support external inspections such as IG Inspections, DECA, UEI, or SAV assessments by ensuring programs are inspection ready.

Provide recommendations and corrective actions for identified deficiencies.

Program Improvement

Identify risks and recommend engineering or administrative controls to reduce environmental hazards.

Support special projects including remediation, new construction, and upgrades to fuel and water systems.

Ensure alignment with long-term sustainability objectives and NATO/USAF mission readiness.

Other Duties

Perform additional tasks within environmental functional areas as assigned under the CLA/PWS.

Basic Qualifications

Turkish Citizenship (required)

Proficiency in English (minimum Level III)

Valid Turkish Class B Driver’s License

Minimum eight (8) years of progressive, responsible experience in environmental program management, compliance, hazardous waste, natural/cultural resources, or pollution prevention

Strong knowledge of Host Nation Final Governing Standards (FGS) and environmental regulations; familiarity with DoD 4715.08, AFIs, AFMANs, EUCOM directives, and CE Playbooks

Experience with ESOHCAMP (Environmental Safety and Occupational Health Compliance Assessment and Management Program)

Proven ability to prepare and maintain environmental plans, reports, and regulatory submittals

Preferred Qualifications

Bachelor’s or Master’s Degree in Environmental Engineering, Environmental Sciences, Chemical Engineering, Chemistry, or a related field.

2+ years’ professional experience in environmental program management, preferably in an industrial, petroleum, or base operations environment.

Strong knowledge of Turkish environmental law, EU directives, and U.S. Air Force environmental compliance standards (DAFI 32-7001, AFMAN 32-7002, DAFI 32-7091, DAFI 48-144, etc.).

Demonstrated experience with:

Air emissions monitoring and permitting.

Tank and POL system inspections (UST/AST compliance).

Water sampling, wastewater monitoring, and Safe Drinking Water Act programs.

Strong ability to review and provide feedback on EPPs, EIAP documentation, and project submittals.

Familiarity with data/reporting systems (EESOH-MIS, eDASH, MoTAT, MoYDEN, ECBS, STAR, WET).

Excellent written and verbal communication in both Turkish and English.

Strong analytical and problem‑solving skills with the ability to develop effective, practical solutions.

Proven experience conducting training, briefings, and regulatory engagement.

All positions require the applicant to obtain and pass a medical physical that is certified by a doctor. All positions require a current and favorable Turkish Security background check. All male candidates must have completed their military service.
