Environmental Compliance Inspector I Trainee Position within the Sewer – Industrial Waste Division of the Public Works Department. One (1) vacancy. Eligibility list may be used to fill current and upcoming vacancies for up to six (6) months.

The Environmental Compliance Inspector I Trainee performs sampling, inspection, and laboratory services for pretreatment, stormwater, and industrial waste activities of local businesses and industries. Protects the public, environment, and the Publicly Owned Treatment Works (POTW).

Typical Duties

Inspect industrial and commercial businesses that discharge grease, car wash waste, process wastewater, equipment cleaning, and other wastewater discharges; sample and monitor compliance; enforce City Industrial Waste Ordinances.

Inspect industrial sites to ensure compliance with the Industrial General Permit governing stormwater; advise sites, issue enforcement action reports, and notify the Regional Water Quality Board of non‑compliant sites.

Maintain records of inspections and findings; document violations; recommend solutions; follow up on violators.

Review and evaluate site plans, maps, waste management plans, slug control plans, spill containment plans, and other projects involving wastewater use or elimination.

Provide education and interaction with public, site contacts, and business owners to explain ordinance requirements.

Assist in performing office duties and coordinating general operational tasks related to enforcement, monitoring, inspection, and permits or plan check; maintain and modify IPACS database and other software systems.

Set and retrieve monitoring equipment.

Perform other duties as assigned.

Qualifications – Education Associate’s Degree from an accredited college or university with at least two semesters of chemistry and additional courses in biology or related sciences. Additional qualifying experience may substitute for the required education on a year‑for‑year basis.

Qualifications – Experience Six (6) weeks of experience in industrial waste inspection or related field.

Licenses and Certifications Valid California Motor Vehicle Operator’s License class “C”.

Physical Demands and Working Conditions Field work inside and outside. Exposure to inclement weather, hazards, chemicals, equipment, construction materials, and fumes. Interaction with staff and public. Professional customer service required.

Selection Process Application screening, written, performance, and oral assessments to evaluate education, experience, knowledge, skills, and abilities. Successful candidates placed on the eligibility list. Background investigation and drug screen may be required.

Environmental Compliance Inspector I Typical duties identical to the trainee level with the addition of Leadership and training responsibilities.

Environmental Compliance Inspector II Typical duties identical to the trainee level with the addition of advanced laboratory testing, stormwater runoff evaluation, spill response, and training program development.

Education – Inspector II Associate’s Degree with at least two semesters of chemistry and additional courses in biology or related sciences.

Experience – Inspector II Three (3) years of experience in industrial waste inspection comparable to Inspector I or two (2) years of experience with a Bachelor’s Degree in a closely related field.

Licenses and Certifications – Inspector II Grade II Environmental Compliance Inspector Certificate issued by the California Water Environment Association required. Grade I Certificate required within 18 months from date of appointment. Pretreatment Facility Inspection coursework with 90% grade average within 12 months from appointment.
