About the role: The Payroll Manager is responsible for leading and continuously improving company's payroll operations across multiple states through effective team management, process optimization, and system utilization in Paycom. This role ensures accuracy, compliance, and timeliness in all payroll functions-including Certified Payroll (Davis-Bacon and prevailing wage)-while developing and implementing Standard Operating Procedures (SOPs) to drive consistency and accountability across the payroll function. The Payroll Manager partners closely with HR, Accounting, and Operations leadership to strengthen payroll governance, reporting accuracy, and audit readiness while managing a high-performing payroll team.

Responsibilities: Payroll Operations & Paycom Administration. Oversee full-cycle, multi-state payroll processing in Paycom, ensuring accuracy and compliance with company policies, FLSA, and state regulations. Serve as the Paycom system lead, responsible for configuration, troubleshooting, and continuous improvement of payroll workflows, reporting, and integrations. Audit timekeeping, earnings, and deductions prior to submission; review payroll registers and approve final payroll. Manage all quarterly and year-end processes including W-2s, 941s, and reconciliation to general ledger. Collaborate with Paycom representatives and internal HRIS support to enhance automation, data integrity, and efficiency. Certified Payroll Management Oversee and ensure full compliance with Certified Payroll and prevailing wage requirements for federal, state, and municipal projects. Administer reporting and data validation through LCP Tracker or similar platform; ensure accurate wage determinations, fringe calculations, and classifications. Audit Certified Payroll submissions for completeness and accuracy before release. Coordinate with Operations, Accounting, and HR to maintain the Certified Payroll Tracker and verify alignment with project status and job costing. Act as the primary point of contact for Certified Payroll audits and agency inquiries. Leadership & Team Management Lead, mentor, and develop a team of payroll professionals, providing direction, training, and accountability to ensure consistent, high-quality performance. Foster a culture of accuracy, ownership, and collaboration within the payroll department. Set clear performance expectations and review progress through regular one-on-one and team meetings. Cross-train staff to ensure continuity in critical payroll functions and support career growth. Process Improvement & SOP Development Develop, document, and maintain Standard Operating Procedures (SOPs) for all payroll and Certified Payroll processes to ensure standardization, compliance, and continuity. Identify opportunities to streamline payroll workflows, enhance automation, and reduce errors. Partner with HR, Accounting, and IT to align payroll processes with broader business systems and reporting requirements. Drive accountability through process audits, KPI dashboards, and continuous improvement initiatives. Lead root-cause analysis and corrective action planning for payroll discrepancies or delays. Compliance, Reporting, & Audit. Ensure full compliance with multi-state wage and hour laws, payroll tax requirements, and benefit deduction timelines. Manage and reconcile all payroll tax filings, garnishments, and third-party payments. Prepare regular reports and analytics for HR, Finance, and executive leadership. Support internal and external audits, providing documentation, analysis, and corrective action plans when needed.

Qualifications: Bachelor's degree in Accounting, Finance, Human Resources, or related field (or equivalent experience). Minimum 7+ years of payroll experience, with 3+ years in a leadership or managerial capacity. Demonstrated 3-5 years expertise in Paycom, including advanced reporting, configuration, and process troubleshooting. Experience managing Certified Payroll (Davis-Bacon / prevailing wage) and LCP Tracker preferred. Strong understanding of multi-state payroll, taxation, and compliance requirements. Construction, field services, or industrial workforce experience strongly preferred. CPP (Certified Payroll Professional) or FPC certification preferred. Leadership and staff development.
