DESCRIPTION
The incumbent in this position will assist Department program areas to identify, define, enhance, document, test and apply AI technology solutions to support the daily service, maintenance, enhancement and documentation of existing information systems that support both Department stakeholders and the children and families they serve. This scope of work includes serving as a business analyst for the Florida Comprehensive Child Welfare Information System, Adult Protective Services System and the Florida Safe Families Network System, working with business teams, technical teams and project management to define and document technology solutions, support UAT efforts, develop system and business process flow charts and presentations to support technology and process changes, support backlog maintenance, issue resolution, customer service and enhancement efforts. Assist with defining goals and implementing processes for AI tool use across the team to support continuous improvements in work products, efficiency and quality. Type of analysis to include business value/benefit(s) realization, defect and enhancement (backlog) monitoring and advisement, documentation and customer service processes improvements.
This position functions as a Government Analyst 1 working directly for the Senior Management Analyst II (SES) FTE within the Office of Information Technology Services (OITS). This position serves as a business, compliance, service, and technical analyst that supports technology projects directed by the Director of Information Technology for Family and Community Services. This position will be working from the DCF Headquarters building in Tallahassee, Florida.
This position works with team members, customers, stakeholders, contracted partners, and agencies to ensure compliance to business and technical requirements through the application of AI tools, quality assurance, continuous quality improvement, and customer service methodologies. The incumbent achieves operational objectives by guiding and supporting quality and customer-service standards and needs, assisting in UAT efforts, resolving identified gaps and problems, determining needed improvements in existing technology, and implementing change through the application of enhanced technology and AI tools.

Serve as an analyst to support the DCF OITS FCS Application Division and Department programs to analysis, document, and improve AI tool use to improve operational proficiency and quality as it pertains to the examples of work provided.
Serve as an analyst for the DCF OITS FCS Application Division and Department programs to evaluate, organize, document and recommend enhancement and defect (backlog) requirements and prioritization.
Produce, coordinate or assist with the production of business cases and high-level and detailed functional requirements for development or enhancement of information systems.
Work directly with technology users to troubleshoot and resolve user application issues.
Participate in post-implementation quality assurance, data analysis, issue triage, issue resolution, and production support.
Works directly with the FCS Director and Deputy Director to improve service to the Department programs and end users experiencing challenges using implemented systems and applications.
Works in conjunction with in-house and third-party technical staff in the development of design specifications, test cases and testing plans.
Develops test cases and coordinates system and user acceptance testing with IT developers and business teams.
Ensures that entries into the defect and change management tracking system(s) are well written, complete, and up to date.
Ensures that service tickets are addressed timely and accurately based on program prioritization and needs.
Coordinates and validates production deployments.
Prepares or assists in the preparation of user documentation, process documentation, presentations or other written communications. Conduct training or provide materials for training of staff relative to systems.
Ensures that system documentation is kept up to date including best practice guides, knowledge banks and process charts.
Participates in planning for department IT strategic needs, including meetings, estimating, and analysis to support legislative budget requests, plans, and alignment of customer needs and agency strategy.

MINIMUM QUALIFICATIONS
A minimum of 2 years of experience in business analysis or similar.
A minimum of 1 year of experience with using AI tools.
A minimum of 1 year of experience in software application lifecycle management.
A minimum of 1 year experience in technical writing.
A minimum of 1 year experience in supporting or providing maintenance and enhancements of an existing system.
Ability and willingness to work a flexible work schedule, which may include working in the evenings, weekends and or holidays.
PREFERENCES
A bachelor’s degree (or higher) in an appropriate field.
2 or more years of experience in the Information Technology field.
Business analysis experience using Agile Methodology and/or Waterfall Methodology.
1 or more years of experience working in child or adult protective investigations, child welfare case management or other similar child welfare services.
Azure DevOps, Jira, and/or ServiceNow Software experience
1 year experience in managing system/application User Acceptance Testing (UAT).
Knowledge of Department business system/application that includes Florida Safe Families Network (FSFN), APS SAFE, and Florida Comprehensive Child Welfare Information System (Fl CCWIS).
Experience with using AI tools to enhance work product and effectiveness.
