HHS Capture Manager (Remote Opportunity)
We are currently seeking a goal‑oriented and strategic
Capture Manager
for a 100% remote position to drive new business opportunities within the Department of Health and Human Services (HHS) and its sub‑agencies, including CMS, NIH, FDA, and CDC. The selected candidate will develop and execute strategies that expand VetsEZ’s footprint across HHS programs focused on digital transformation, interoperability, data analytics, and cloud modernization.
The candidate must reside within the continental United States.
Responsibilities
Lead full lifecycle capture efforts targeting HHS and related civilian health agencies.
Identify, qualify, and pursue new business opportunities aligned with HHS mission goals and modernization priorities.
Build and maintain trusted relationships with federal executives, program managers, and industry partners.
Conduct market research, competitor analysis, and pricing strategy to drive data‑informed decisions.
Collaborate with internal delivery, solution, and proposal teams to shape tailored, high‑impact solutions.
Manage capture planning, resource coordination, and strategic reviews to ensure effective execution.
Support proposal development and writing, ensuring alignment with customer needs and win themes.
Contribute to various projects and initiatives as assigned, demonstrating adaptability and a collaborative mindset.
Take on additional responsibilities as needed.
Requirements
Bachelor’s degree in Business, Marketing, Information Technology, or a related field; equivalent experience considered.
7+ years of experience in capture management or business development within HHS, CMS, NIH, FDA, or CDC environments.
Proven track record of winning large‑scale federal healthcare IT contracts ($20M+).
Strong network and established relationships with decision‑makers across HHS and its agencies.
Background in technology or management consulting, including ERP systems, application modernization, cloud, or integration.
Deep understanding of the federal acquisition lifecycle, IDIQs/GWACs, and competitive bid processes.
Excellent communication, presentation, and executive engagement skills.
Strategic mindset with strong analytical, organizational, and writing abilities.
Proficiency with Salesforce, GovWin, SAM.gov, and Microsoft Office Suite.
Additional Qualifications
Experience with federal health IT initiatives, data interoperability, or public health modernization programs.
Familiarity with HHS/CMS quality programs, grants management, or health data analytics preferred.
Shipley or APMP certification a plus.
Ability to obtain and maintain a Public Trust clearance.
