The office is seeking a proactive, engaging Constituent Services & Community Outreach Manager to serve as a key liaison between DeKalb County government and its residents. The ideal candidate excels at building relationships, fostering meaningful community engagement, and managing a fast‑paced, dynamic workload.

Essential Functions

Respond to inquiries, complaints, and service requests from residents via phone, email, and in‑person meetings.

Track and resolve constituent issues by coordinating with internal departments and external agencies.

Maintain a comprehensive database of constituent interactions and follow‑ups.

Create reporting on daily, weekly, and annual constituent services.

Develop and implement outreach strategies to engage underserved and underrepresented communities.

Organize and attend public meetings, town halls, and community events to gather feedback and share county initiatives.

Build partnerships with local nonprofits, faith‑based organizations, neighborhood associations, and civic groups.

Prepare briefings, reports, and presentations for elected officials on community concerns and engagement outcomes.

Work with communications team to address constituent concerns via newsletters, social media content, and public‑facing materials to promote county programs and services.

Monitor local issues and trends to proactively address emerging community needs.

Collaborate with departments to design and promote programs that enhance public access to county resources.

Support special initiatives such as voter education, public safety awareness, and health wellness campaigns.

Qualifications

Bachelor’s degree in Public Administration, Health, Communications, Social Work, Political Science, or related field.

1–2 years of experience in constituent services, community engagement, social services/welfare, or public affairs.

Strong interpersonal and communication skills, with the ability to navigate sensitive issues diplomatically.

Proficiency in CRM systems and Microsoft Office Suite platforms.

Data collection and analysis skills.

Deep understanding of DeKalb County’s demographics, neighborhoods, and civic landscape.

Preferred Attributes

Experience working with elected officials or in a government setting.

Ability to work evenings and weekends as needed for community events.

Core Functions of Constituent Services

Assisting individuals with navigating government agencies and programs.

Helping resolve problems related to benefits, permits, taxes, or documentation.

Advocating on behalf of residents with state or federal offices (e.g., Social Security, Medicare, housing assistance).

Information & Referral

Connecting constituents to the right departments or services.

Providing accurate contact info, guidance, and follow‑up support.

Referring residents to community resources or nonprofit partners.

Public Education & Outreach

Hosting town halls, webinars, and community forums.

Distributing educational materials about county programs, legislation, or civic engagement.

Promoting awareness of available services and how to access them.

Recognition & Commemoration

Coordinating proclamations, certificates, or awards for community members.

Organizing events that honor local achievements or milestones.

Supporting cultural and historical observances (like Derwin Brown Day).

Feedback & Engagement

Gathering input from residents to inform policy or service improvements.

Tracking constituent concerns and trends to guide strategic planning.

Maintaining open lines of communication through surveys, calls, and digital platforms.
