Associate Engineer: $8,216 - $10,535
Overview Two vacancies are available in the Public Works Department. The position may be filled at the Assistant Engineer level or the Associate Engineer level based on the qualifications of the selected candidate.
Key Responsibilities
Perform professional field and office engineering work related to the City’s Capital Improvement Program (CIP), land development, traffic engineering, public works infrastructure, and daily departmental operations.
Provide project management and administration; coordinate with developers, contractors, and other agencies.
Administer professional services and construction contracts, including Federal and State grant funds.
Prepare and present staff reports; provide technical staff assistance to the Principal Civil Engineer and other departments.
Conduct studies, prepare plans, specifications, cost estimates, and conduct on‑site investigations.
Review construction plans for compliance with City requirements, regulations, and engineering calculations.
Provide construction administration: review and inspect work, coordinate schedules, track project accounting, and issue public notices.
Respond to citizen inquiries and complaints; provide information regarding grading, encroachment permits, right‑of‑way, and utility issues.
Perform traffic control plan reviews, speed and traffic surveys, and traffic count analyses.
Process subdivision applications and prepare legal descriptions.
Assist with traffic engineering studies, roadway design, and traffic signal planning.
Attend meetings, conferences, workshops, and training sessions to stay current on engineering practice.
Coordinate with other departments to maximize interdepartmental operations and efficiency.
Provide technical direction and training to engineering and technical staff as required.
Perform other duties as assigned.
Knowledge, Skills, and Abilities (KSA)
Civil engineering principles, techniques, and project design practices.
Construction methods for public works, including water and wastewater systems, stormwater, streets, and traffic.
Capital improvement budgeting, cost estimation, funding, project management, and contract administration.
Subdivision engineering, plan review, mapping, and construction practices.
Bidding requirements for public works projects.
Project and contract administration principles.
Engineering plan types, review practices, and permitting procedures.
Understanding of applicable Federal, State, and local laws and regulations.
Proficiency in CAD and GIS technology.
Advanced mathematics and its application to engineering work.
Effective technical report preparation and presentation.
Strong written and oral communication, customer service, and public representation skills.
Ability to Perform the Work
Conduct complex civil engineering research projects and prepare technical reports.
Interpret engineering construction plans, specifications, and contract documents.
Assist in contract administration for professional services and construction.
Apply Federal, State, and local policies, procedures, and regulations to technical work.
Design engineering projects and prepare associated plans and studies.
Read and understand technical drawings and specifications.
Perform mathematical and engineering calculations with precision.
Identify discrepancies between as‑built and contract specifications and recommend reconciliation.
Make engineering design computations and prepare engineering plans and studies.
Represent the department and City in meetings with agencies and community groups.
Direct the work of contract consultants.
Prepare and present clear written and oral reports and correspondence.
Establish and maintain filing, record‑keeping, and tracking systems.
Make independent decisions within established policy and procedural guidelines.
Organize and prioritize projects and multiple tasks in an effective and timely manner.
Operate modern office equipment and specialized software applications.
Use English effectively in person, over the telephone, and in writing.
Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines.
Establish, maintain, and foster positive working relationships with co‑workers and supervisors.
Education and Experience Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying. Typical qualifications include:
Accredited four‑year college or university graduation with major coursework in civil engineering or a related engineering field.
One (1) year of professional engineering design, plan review, and project administration experience, preferably in a public agency setting.
Four (4) years of professional engineering design, plan review, and project administration experience, or three (3) years of experience equivalent to Assistant Engineer at the City of Orange.
Licenses and Certifications
Valid California Class C driver’s license with satisfactory driving record and automobile insurance.
Engineer‑In‑Training certification desirable for Assistant Engineer.
Engineer‑In‑Training certification required for Associate Engineer.
Physical and Environmental Factors
Office environment with moderate noise levels, controlled temperature, and no direct exposure to hazardous substances.
Field work may involve loud noise, temperature extremes, inclement weather, road hazards, vibration, mechanical or electrical hazards, and hazardous physical substances and fumes.
Standing, walking, and occasional bending, stooping, kneeling, reaching, pushing, and pulling required.
Maximum lift of 25 pounds.
Disaster Service Worker All City of Orange employees are designated as “Disaster Service Workers.” In emergencies or undeclared disasters threatening public safety, employees may be assigned to assist rescue and relief workers and perform work significantly different from their normal duties.
