Pay Range Base pay range: $141,581.00/yr - $178,874.00/yr
Responsibilities Manages and directs the activities of the Environmental Stewardship Bureau, the Planning and Analysis Bureau, the GIS and Data Management Bureau, and the Real Property Bureau all of which encompass multiple work units. Staff include professional, technical, and support positions.
Coordinates Bureaus to ensure activities and projects are focused to accomplish effective management of statewide, multi-disciplinary programs for environmental stewardship, real property services, environmental analysis, statistics and resource analysis, and planning.
Oversees the operations and activities of major environmental programs; adherence to state and federal requirements for environmental review State Environmental Quality Review (SEQR), The National Environmental Policy Act (NEPA) and permitting; statewide short and long-term planning of environmental stewardship priorities and implementation; agency climate change resilience and adaptation planning and implementation; collection of environmental data including rare, threatened and endangered species and significant natural communities on OPRHP properties through the Natural Heritage Program (NHT); operation of activities of the agency’s planning and real property programs balancing recreation and environmental stewardship and adding lands to conserve and protect.
Acts on behalf of the Deputy Commissioner in their absence, and assists in the coordination of all offices that perform functions related to the Division’s operations.
Oversees the development and implementation of policies and procedures to ensure uniform and consistent application agency operations and that the goals and objectives are achieved.
Collaborates program activities with other program areas to meet agency goals and objectives and communicates policies and directives to other bureau and division directors.
Attends hearings to answer questions and participates in hearings and conferences to explain agency programs.
Directs the development and administration of the annual budget.
Develops and initiates responses to high-level requests for information and/or resolution of problems by the OPRHP’s Executive Staff, legislators, congressional representatives, local government officials, and recreation organizations, groups and associations.
Reviews and develops proposed legislation impacting Division programs.
Qualifications There is currently no Civil Service eligible list for this title.
Open‑competitive
A bachelor’s degree or higher and eight years of experience in the development or enforcement of environmental laws, regulations, policy, education, and planning for one or more of the following areas: air, land, water or environmental remediation; habitat management and restoration; species management and propagation; land use regulation, public space acquisition, public property management; mining; or mined land reclamation. Three years of this experience must include responsibility for the supervision of employees including administering employee evaluations and review of programs; preparing and implementing annual budgets and work plans; and managing allocated fiscal resources.
Promotion
One year of service in a position allocated to either Grade 31 or M-4 or higher at the Office of Parks, Recreation and Historic Preservation.
For Provisional Appointment
In the absence of a viable eligible list with three or more candidates willing to accept appointment a provisional appointment may be considered.
Transfer Qualifications
Eligible for transfer under Section 52.6 of Civil Service Law which requires one year of permanent, competitive service in a qualifying title allocated to an M-4 or higher deemed administrative. The transfer cannot be a second consecutive transfer resulting in advancement of more than one M-grade or two salary grades.
For Permanent Appointment Via Section 52.7 (ncp)
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Parks, Recreation and Historic Preservation (OPRHP) of its intention to conduct a non-competitive promotion (NCP) to the position of Assistant Environmental Program Director in Main Office's, Division of Environmental Stewardship and Planning.
A permanent appointment may be made via NCP of an applicant from the established promotion field who meets the position's minimum qualifications if all requirements of an NCP are met. Said requirements include that there are three or fewer qualified candidates from within the promotion field interested in the position who meet the promotion minimum qualifications.
The promotion field for the Assistant Environmental Program Director position consists of OPRHP employees who have one year of permanent competitive, non-competitive (NY HELPS), or 55b/c service as in a position allocated to either Grade 31 or M-4 or higher.
PLEASE NOTE: In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed or failed to take the last holding of the Assistant Environmental Program Director promotion exam, if said exam was held within the last four years.
