Stopso is actively seeking a Strategic Capture Manager with a proven track record of winning new DoD and Federal/Civilian market opportunities. The role focuses on developing and executing comprehensive capture plans to secure high‑value contracts, ensuring the organization’s proposals are tightly aligned with evaluation criteria and customer needs. Position Duties And Tasks

Develop comprehensive capture plans and strategies for targeted opportunities, including value proposition creation, win themes, and teaming arrangements. Gather, assess, and validate customer requirements to shape differentiated win strategies. Analyze customer and program priorities to extract key insights that drive win themes, features, and benefits. Collect opportunity and program intelligence to assess competition and differentiate our solutions. Build and maintain relationships with customers, partners, and internal stakeholders to ensure alignment throughout the capture and proposal process. Collaborate with subject‑matter experts and technical teams to deliver innovative solutions that meet evaluation criteria. Identify and mitigate technical, financial, and competitive risks, and develop contingency plans. Support price‑to‑win analysis and pricing strategy in partnership with the pricing team. Support contract negotiations with customers, partners, and subcontractors to secure favorable terms. Ensure proposal artifacts map back to evaluation criteria and win strategies; perform overall proposal assessment. Participate in internal gate briefings, pricing, teaming, capture, and proposal reviews. Escalate and resolve issues promptly, maintaining proactive communication across all stakeholders. Support writing non‑technical sections such as Management Plans, Transition, and Staffing Approaches. Continuously evaluate and improve the capture process, tools, and methodologies to enhance effectiveness. Required Experience, Skills, And Qualifications

Bachelor’s degree in business, finance, communications, or a related field (additional experience may substitute a degree). Six or more years of demonstrated success leading and winning captures valued over $40M single‑award deals in the federal marketspace. Deep knowledge of the business development lifecycle and Shipley processes. Comprehensive understanding of federal procurement acquisition processes and contract types. Proven ability to manage multiple priorities under tight deadlines. Experience with a variety of contract vehicles and strong research and analysis skills. Excellent oral and written communication, presentation, and leadership skills. Proficiency in Microsoft Office (Word, PowerPoint, Excel, SharePoint). Strong work ethic, time‑management, and organizational skills. Ability to work extended hours and/or weekends to meet deadlines. U.S. citizenship required. Travel up to 25%. Desired Experience, Skills, And Qualifications

Advanced degree in management, business, finance, or communications. Active APMP member. APMP Capture Practitioner certification.
