Job Overview Comptroller (Appointed) role at City of Memphis. Works under the Deputy Chief Financial Officer to oversee the City’s financial management, accounting, audit, budgeting, and reporting functions.

ESSENTIAL FUNCTIONS

Direct financial management functions, including financial accounting, reporting, accounts payable, payroll processing, and records management.

Supervise the annual state‑required financial audit and prepare the City’s Annual Comprehensive Financial Report (ACFR) and quarterly reports in compliance with GAAP and GASB.

Ensure timely completion of the annual audits of the Retirement Systems, Enterprise Funds, and other required funds.

Monitor internal accounting and financial controls to ensure compliance with the Tennessee Internal Control and Compliance Manual for Governmental Entities.

Provide strategic leadership on budgeting, actuarial valuation, bond rating evaluations, and inter‑agency financial partnerships.

Sign all original bond certificates for the City and Memphis Light Gas & Water and represent the City to banks and financial partners.

Serve as a member of the City’s Pension Board, the Pension Investment Committee, the Healthcare Oversight Committee, and other designated boards as required.

QUALIFICATIONS

Bachelor’s degree in Business Administration, Finance, Accounting, or a related field and at least eight (8) years of management‑level experience directing accounting activities; Master’s degree preferred.

Certified Public Accountant (CPA) certification preferred but not required.

Strong knowledge of governmental accounting standards, GAAP, GASB, and Tennessee state laws.

Demonstrated leadership in recruiting, interviewing, and hiring top finance talent.

Excellent written and oral communication skills and ability to work collaboratively with City staff, elected officials, and external partners.

MINIMUM QUALIFICATIONS

Resident of Shelby County within six (6) months from date of employment; proof of residence required.

Compensation

Minimum Salary: US$108,974.32

Maximum Salary: US$152,563.84

Pay Basis: Yearly
