Job Summary The Chief Planner manages a major section of urban planning professionals who conduct planning studies, develop planning policies and recommendations, review development proposals, and coordinate with internal departments and external agencies to implement the City’s Comprehensive Plan.

Essential Functions

Develop and present land use, urban design, and historic preservation recommendations; review and assess architectural, landscape, and urban planning plans for compliance with ordinance standards; lead the City’s urban design efforts.

Manage, direct, and coordinate the professional staff responsible for zoning, land use implementation, urban design, historic preservation, and other planning activities, including workload assignment, performance evaluation, budget management, and annual department projections.

Supervise and monitor staff work to ensure accuracy and efficiency; organize learning and training opportunities; participate in hiring and onboarding processes with Human Resources.

Conduct research and present data, findings, and recommendations to City Plan Commission, Landmark Commission, Board of Adjustment, and other groups; develop graphic illustrations, diagrams, plans, renderings, and reports to support meetings and projects.

Manage urban design studies and develop standards for private and/or public sector properties; research best practices and implement new practices based on findings.

Provide written, oral, and public meeting information to City Council, City Manager’s Office, outside agencies, and citizens.

Coordinate planning project activities with neighborhood associations, business owners, elected officials, and other City departments; oversee development review and partner with other agencies to advance accuracy of plans and specifications.

Administer the zoning process, street name changes, special provision sign district requests, Dallas Development Code amendments, Board of Adjustment, and Walker consent decree activities; oversee GIS data resources and maintain mapping integrity and service.

Provide thoroughfare plan amendment analysis; meet with developers and property owners; prepare documents; schedule public hearings; send property owner notifications; update map changes.

Coordinate zoning and planning processes to ensure public hearing requirements are met; facilitate and manage the Zoning Ordinance Advisory Committee and ensure development code updates are presented.

Perform any and all other work as needed or assigned.

Knowledge & Skills

Thorough knowledge of principles, methods, and techniques of urban planning.

Thorough knowledge of personnel and administrative procedures.

Knowledge of City development and building codes.

Ability to manage, plan, and organize work for professional personnel involved in developing and administering a master plan.

Ability to manage multiple projects.

Ability to make presentations to various groups.

Ability to speak publicly and make strong presentations.

Ability to lead, manage, oversee, and train subordinate staff.

Communicating effectively verbally and in writing.

Establishing and maintaining effective working relationships.

Minimum Qualifications Education

Master’s degree in Planning, Urban Studies/Design, Architecture, Public Administration, Sociology, Geography, Engineering, or related field.

Alternative: Bachelor’s degree (or higher) in a specified field plus eight (8) years of required experience, including three (3) years of lead work, project management, or supervisory experience.

Alternative: Bachelor’s degree (or higher) in a non‑specified field plus ten (10) years of required experience, including three (3) years of lead work, project management, or supervisory experience.

Experience

Six (6) years professional‑level experience in planning, urban planning, architecture, zoning, public administration.

Three (3) years of lead work, project management, or supervisory experience.

Licenses & Certifications

Valid driver’s license and good driving record.
