Position Summary:

The PACE Senior Manager of Enrollment is responsible for leading and executing strategies that support participant enrollment and retention for the San Diego PACE program. This role focuses on overseeing outreach efforts, community engagement, and enrollment operations to meet program growth targets. The Senior Manager collaborates with internal departments and leadership to ensure outreach activities are aligned with program goals, regulatory compliance, and the needs of the communities served. This position manages and supports a team of outreach and enrollment staff, driving performance and accountability.

Essential Functions

Leads and coordinate business development and enrollment activities to meet or exceed participant growth goals.

Oversee daily operations related to business development, eligibility screening, enrollment processing, admission assessment process and housing partnerships.

Collaborate with internal teams and leadership to align enrollment strategies with program capacity and community needs.

Ensure all outreach and enrollment activities comply with regulatory guidelines and internal policies.

Build and maintain relationships with community partners, referral sources, and service providers to support participant acquisition and retention.

Supervise and coach Business Development, Enrollment, Admission, Housing Partnership leaders, setting clear performance objectives and providing regular feedback.

Monitor enrollment data, trends, and key performance indicators to evaluate success and make informed decisions.

Represent San Diego PACE at community events, presentations, and meetings to promote program awareness and engagement.

Partner with Program Directors to coordinate service planning for new participants and ensure a smooth transition into care.

Support the development and implementation of operational plans to improve efficiency, participant experience, and staff performance.

Identify and support business development opportunities to expand program reach in target areas.

Collaborate with and assist Marketing leaders to plan and execute marketing strategies and tactics that increase market share leveraging all mediums (media, print, web, direct mail) in support of business goals and objectives.

Prepares and issues timely annual performance evaluations, performance improvement plans and other measurement tools.

Adherence to all State and Federal regulations, including San Diego PACE policies pertaining to marketing activities for senior health services.

Perform other related duties as assigned.

Demonstrates excellent written and verbal communication skills.

Computer skills to include word processing, spread sheets, desktop publishing.

Managerial skills to include time management, team building, finance, marketing, and analytical/trend analysis.

Commitment to working with the senior and underserved populations.

Strong quantitative and analytic skills required.

Highly organized and excellent problem-solving abilities, which include excellent technical and interpersonal skills to create a proactive work environment.

Job Requirements Education:

Bachelor’s degree in Business Administration, Marketing or closely related field required

Master’s Degree (MBA, MHA, or MPH) preferred.

Experience:

A minimum of three years’ experience leading marketing, business development or strategy teams with a proven track record.

Knowledge and experience in Healthcare, particularly with the California Market.

Working Conditions and Physical Requirements:

Ability to sit, stand, stoop, reach, lift (up to 10 pounds), bend, etc., hand and wrist dexterity to utilize computer.

May require travel to sites/program and special functions.

Must be able to work evenings and weekends as needed.

Universal Requirements Pre-employment requirements include I-9, physical, positive background and reference check results, complete application, new hire orientation, pre-employment PPDs. CPR and First Aid certifications.
