About this Role We are seeking a highly skilled
Cybersecurity Instructional Systems Designer (ISD)
– to support the development of cybersecurity training, workforce development strategies, and organizational learning initiatives for the U.S. Department of Health and Human Services (HHS). The ISD will collaborate with cybersecurity subject matter experts (SMEs), governance teams, and federal stakeholders to design learning solutions that improve cyber awareness, compliance readiness, and workforce competency maturity across HHS environments.
The ideal candidate has experience supporting federal cybersecurity programs, understands
NIST, FISMA, FedRAMP, and HVA
environments, and can translate complex technical and policy requirements into engaging, compliant learning programs.
Key Responsibilities
Design and develop cybersecurity training programs, learning paths, and performance support resources using ADDIE or SAM methodology.
Create instructional content aligned with
NIST SP 800-53, NIST Cybersecurity Framework (CSF), FISMA, FedRAMP, and HHS policies .
Develop curriculum for cybersecurity governance, risk management, ISSO fundamentals, C‑SCRM, and continuous monitoring.
Build instructor‑led, virtual, and asynchronous eLearning modules using industry tools (Articulate 360, Captivate, Camtasia, etc.).
Ensure all training deliverables meet
Section 508 accessibility standards .
Cybersecurity Enablement & Governance
Support workforce enablement initiatives under key HHS cyber workstreams, including:
Cybersecurity Governance – policy lifecycle awareness training.
Cyber Risk Management – ERM integration, ISCM, and FedRAMP alignment.
Cyber Compliance – FISMA metrics, audit readiness, ISSO responsibilities.
Cyber Affairs – stakeholder communications, reports, and cyber awareness.
Develop learning content to support agency compliance with
CUI handling, Privacy Act, and 1-hour incident reporting
requirements.
Stakeholder Collaboration
Work with cybersecurity SMEs (CISSP, CISM, PMP certified professionals) to validate technical accuracy.
Partner with federal leadership to identify training gaps and workforce development needs.
Provide training metrics, dashboards, and workforce skill assessments to leadership.
Documentation & Reporting
Produce high‑quality deliverables, including training plans, scripts, storyboards, job aids, assessments, and evaluation frameworks.
Prepare
weekly status reports, presentations, and meeting minutes
in alignment with contract deliverables.
Support quality assurance review, version control, and configuration management of learning products.
Security Requirements
Must follow all federal cybersecurity and privacy requirements including:

cloud security standards
Controlled Unclassified Information (CUI)

Qualifications and Skills
Bachelor’s degree in Instructional Design, Education, Cybersecurity, Information Systems, or related field.
8+ years
of instructional systems design or training development experience.
3+ years
supporting cybersecurity, IT security, or cyber governance projects.
Proven experience designing training aligned with
federal cybersecurity frameworks
(NIST, FISMA, RMF, FedRAMP, CISA guidance).
Proficiency with
ADDIE, Kirkpatrick evaluation, adult learning theory , and performance analysis.
Experience developing learning content for federal programs.
Strong communication and stakeholder engagement skills.
Ability to obtain and maintain
Public Trust clearance

Must be a US citizen
Desired Skills and Competencies
Industry certifications such as
CISSP, Security+, CEH, PMP, or CISM .
Experience supporting programs at
HHS, DHS, DoD, VA, or other federal agencies .
Experience developing
SCORM/xAPI packages
and managing content in
Learning Management Systems (LMS) .
Familiarity with
Continuous Diagnostics and Mitigation (CDM), High Value Asset (HVA) programs, and C‑SCRM .
