JOB TITLE : Contracts Manager LOCATION : Capewell Aerial Systems - South Windsor, CT REPORTS TO : Chief of Staff POSITION SUMMARY : The Contracts Manager is responsible for the administration of all aspects of Contract Management to ensure legal, regulatory, and ethical compliance while ensuring the interests of the Company are maintained. In the aerospace and defense environment Capewell operates in, the Contracts Manager will also be responsible for export compliance, negotiation, and document review while leveraging partnered legal resources. This position will also assist in the preparation of proposals for new business opportunities.
Responsibilities
Manage Contract full life cycle: full contract review including the identification of flow downs, planning and conducting negotiations on price, technical requirements, terms and conditions, contract assembly, review of legal terms & conditions to ensure compliance, submittal, and tracking through all phases of completion.
Collaborate with Management on the negotiation of contracts to secure favorable contract terms, schedule, and price.
Monitor contract performance to ensure activity remains within the contract scope and identify opportunities for contract changes to Management.
Collaborate cross-functionally inside and outside Capewell (DLA, DCMA, ADEST, etc.) to manage and report on contract status, submissions, deliverables dates, and potential issues.
Act as point of contact to external government contracting officers, prime contractors, and subcontractors.
Assist Legal in coordinating and reviewing contractual agreements and coordinate input from internal stakeholders on business terms.
Coordinate with finance and estimating functions to ensure compliance with contract-specific cost accounting requirements, A/P and A/R.
Maintain SAM and DIBBS registrations and support audits as required with internal contacts.
Interpret and apply FAR, DFAR, agency directives, and local purchasing regulations, policies and procedures.
Ensure compliance with import/export requirements under ITAR, EAR, OFAC, U.S. Customs and other trade regulations, leveraging available legal resources.
Maintain electronic and hardcopy contract records in compliance with internal procedures and government regulations.
Review documents such as NDAs, Teaming Agreements, Distributor Agreements, License Agreements, and Letters of Credit, and provide recommendations to Management.
Develop procedures for daily search of government and worldwide websites for RFQs, IFBs and RFPs, emphasizing small business status for opportunities.
Participate in the preparation and review of proposals to ensure understanding of contract terms and advise management of potential performance issues.
Maintain a safe and clean work area and work collaboratively to meet department and company goals.
This position requires personal protective equipment on the shop floor where safety glasses and composite toe safety shoes are required by all.
Education, Experience and Skills
Bachelor’s Degree in Business or related field required. Significant related experience may replace the education requirement.
Experience in a manufacturing environment (aerospace preferred) or contracting in the aerospace manufacturing industry.
At least 5 years of government contracting experience with knowledge of FAR, DFAR, SAM, DIBBS, PIEE, DLA, DCMA, DCAA, TINA proposals, etc.
Detailed working knowledge of U.S. Government aerospace and defense industry contractual and purchasing procedures.
Experience with ITAR and U.S. Government export control procedures.
Experience negotiating contract terms.
Ability to read, understand, and write contracts and related business documents.
Initiative and ability to function in a fast-paced, dynamic team.
ERP/MRP, CRM, and Microsoft Office proficiency.
Excellent written and verbal communication skills.
Collaborative, able to leverage internal and external resources effectively.

Compensation The hiring range for this position is $80,000 - $130,000. This range is an estimate and the actual salary may vary based on experience, skills, and qualifications.
