Green Cards or US Citizens only Position: Job Title: Product Owner Location: Reston, VA (Locals or Nearby) Duration: 12 months Background: This position is to fill the role of Product Owner, for Post Adjudication Modernization effort, at the FEP Operations Center. In this role, the PO will work under the Product Manager, and with the Scum Master at FEPOC, and other internal and external stakeholders to support development of Agile Product Vision and Roadmap, with the goal of building the best viable product for the customer. Work with internal and external stakeholders to ensure business needs are being articulated and defined appropriately. Convert market requirements to user stories, minimal viable product features, user acceptance criteria based on the business needs Support development of Product Vision and Product Roadmap. Own the Product Backlog and participate in Agile grooming sessions on product user stories. Participate in Release planning Support Sprint Planning Accept user stories on behalf of the customer. Make timely decisions on feature prioritization on behalf of the customer, so the delivery teams can act on those. Support product evolution by engaging all stakeholders and sponsors to facilitate the documentation of future state requirements, the development of a Product Vision/Roadmap for the future, and the alignment of stakeholders on the path ahead. Work very closely with the Scrum Master, Project Manager, Product Manager and the Scrum Team to support CBP deliverables. Serves as a product expert, understands user workflow; and works with Development to deliver solutions to meet end user and market needs Required Skills: Demonstrated experience as a Product owner. Should possess the ability to understand future product needs, and influence their prioritization with all stakeholders, so that the Scrum Team can execute on them. Should have good interpersonal skills and leadership skills. Should be able to make timely product decisions to ensure smooth flow of work into delivery teams. Experience working with agile delivery teams is a must. Previous product owner experience in a dynamic high-technology environment is a key to the success in this position. Working knowledge of healthcare coding, claim editing, claim adjudication or claims processing. General understanding of database structures and design. Proficiency in handling business rules creation approach to develop a flexible Claims processing system to meet new regulatory requirements and support new products or benefits. Understand the Business Administration data elements, Claims processing system rules relative to Claims Payment and best practices in Claims Adjudication process. Information Systems Product Management experience (which could include consulting) with state-of-the-art hardware and software systems is desirable Deep understanding and experience of web technologies, user experience modeling/evolution etc. Understanding of mobile technologies will be a plus. Knowledge of Systems Development Lifecycle and the Project Management Lifecycle. Business savviness and ability to discover the potential business and product opportunities Experience with Product Roadmap development and influencing key stake holders for buy in on business priorities Experience with managing the creation and grooming of user stories and defining acceptance criteria in Scrum. Excellent communication and Partnership skills Hands on experience with Agile practices, Scrum process, Kanban etc. Proven leadership experience in IT delivery Process flow centric knowledge around Health Claims and Benefits is a plus Experience on Customer Service systems or CRM tools (customer relationship management tools) is a plus (e.g. PEGA) Education & Experience: Bachelor’s degree in Computer Science, Business, or Engineering or equivalent work experience required. 8+ years of IT and business experience in planning, technical design/development, implementation, and maintenance of systems; preferably across multiple hardware and software platforms. Previous product owner experience (3 plus years) in a dynamic high-technology environment is a key to success in this position.
