The Construction Manager assists the Program Manager in the daily operations of the construction department, provides managerial oversight of the project to plan, direct, coordinate and/or budget activities. The incumbent acts as the primary liaison with customer Project Managers (PM), participating in the conceptual development of a construction project and overseeing its organization, scheduling, and implementation. The position manages all facets of the construction process to maintain cost compliance, allocate resources, manage production methods, and oversee projects to meet objectives. It reviews project documentation to ensure compliance with local, state and federal codes/regulations and uses management techniques to monitor/control activities to reduce risk, complete projects on time, and meet budget constraints from start-up through close out. Salary Range: $140K-$160K. Work Model: Onsite/Office-Based. Responsibilities
Acts as primary contact to the Government Project Manager assigned to the construction project. Develops budgets aligned with cost model/corporate expectations with the ability to perform financial analysis, forecasting and reporting. Creates Independent Cost Estimates for unique trades to satisfy procurement requirements. Plans, organizes, coordinates, directs and controls all construction activities for assigned projects to meet or exceed industry quality standards. Implements principles for providing customer and personal services, including customer needs assessment, quality standards, and customer satisfaction evaluation. Reviews plans, specifications, drawings and cost estimates to identify and correct errors, omissions, code violations, or potential inadequacies. Ensures company compliance with contract terms; promptly resolves customer concerns and notifies Manager of issues. Provides support to Environmental, Safety, Health and Quality teams; pursues quality control opportunities for large projects. Monitors project status with customer, subcontractors, and suppliers to resolve safety, design, quality, scheduling, profitability, or related issues. Conducts project site visits and develops detailed project notes reflecting performance requirements. Prioritizes projects based on customer needs and changing conditions. Develops scope of work and scheduling documents in accordance with customer requirements, pre-bid walkouts, and specifications. Works with subcontractors to ensure adherence to project schedule by reviewing resources and lead times. Tracks delivery order projects, creates baseline schedules, and performs critical path analyses to identify gaps. Calculates project completion percentages and reports progress. Negotiates subcontract pricing during bidding and on change orders. Fully responsible for turnkey construction project compliance including security, safety, quality, environmental, schedules, costs, and changes; conducts field inspections and coordinates punch-out activities. Attends weekly project status meetings with Chugach and subcontractor personnel; reports project projections and constraints as needed. Generates receiving reports and collects closeout documents (redline drawings, signed punch lists, warranties, etc.). Completes subcontractor performance evaluations. Performs other duties as assigned to support the construction department. Job Requirements
Mandatory: High School Diploma or GED; ten (10) years of direct experience managing construction projects/activities, including oversight of resources and cost control; strong financial analysis, forecasting, and reporting skills. Experience scheduling projects using MS Project; ability to trend and report project status/progress; understanding of Government construction contracting. Knowledge of Federal, State and local construction safety and environmental regulations; experience estimating and managing construction contracts. Ability to read and interpret construction specifications and blueprints; ensure specifications, safety, and quality standards are met. U.S. Citizenship; ability to travel up to 25% out of state/country; valid passport; ability to obtain and maintain required security clearance; valid state driver’s license; ability to lift 50 pounds; ability to pass pre-employment physical and drug test.
