Base pay range $100,000.00/yr - $120,000.00/yr

This person shall provide radio frequency management support for EPA’s radio-related mission including managing the frequencies that are allocated to EPA in accordance with the policy and regulation as stated in the National Telecommunication and Information Administration (NTIA) red book.

Responsibilities

Advise EPA program offices on the application and maintenance of radio frequencies to support meeting the mission needs. The support for RFM-related activities encompasses the contractor developing and processing all radio frequency and call sign requests and submitting them to NTIA for approval and its operational use. The contractor shall also assist EPA radio users in resolving radio-related issues by research and analysis; preparing recommendations for EPA; and submitting requirements to NTIA for approval. This support shall be provided to the entire agency (both HQ and all ten regions) and includes both the radio users and the offices in which they are located.

Provide spectrum management support for the entire EPA in submitting new frequency requests after conducting research to determine if the frequency will meet NTIA’s policy and guideline and will not cause interference to other radio systems. Upon receiving a request from an EPA user, the contractor shall research the current spectrum database to determine the availability of the frequency and the radio’s specification to see what frequency band is appropriate for its application.

Monitor frequency assignments that EPA owns to ensure they are current and database information is updated.

Support EPA radio user community in transitioning the Narrow Banding requirement of NTIA for various frequency bands (e.g., Very High Frequency (VHF) 162 – 174 Megahertz (MHz)).

Support EPA radio user community in getting their radio equipment to meet the P25 requirement.

Provide expertise with applying and operating Spectrum XXI SW.

The contractor shall support EPA’s COOP site, located in Mt. Weather, Virginia (VA), with radio-related activities, such as High Frequency (HF) radio equipment.
