The Work You Will Do This position will direct, supervise and manage the Construction Sub-Section. It will supervise employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. It has the authority to recommend the hiring, transferring, suspension, lay off, recall’s, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. It plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. It provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.

Your Specific Responsibilities

Direct, supervise and manage the Construction Sub-Section.

Supervise employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work.

Recommend the hiring, transferring, suspension, lay off, recall’s, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees.

Plan and direct workloads, deadlines, work objectives and time utilization with subordinate staff.

Ensure all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.

Perform advanced, highly technical field of Engineering while serving as the Construction Engineer responsible for the construction of a number of highway and bridge construction programs in a large urban area.

Coordinate the work of Project Administrators and Office Personnel by planning workloads, work flows, deadlines, work objectives and time utilization with employees.

Manage personnel monitoring Equal Employment Opportunity compliances, On-the-Job Training and Disadvantage Business Enterprises in accordance with the Federal Highway Administration 1273 Required Contract Provisions for Federal Aid Construction Contracts to assure requirements are met by the contractors.

Review all Plans and Specifications for projects in Residency, coordinate and assign Design Phase Reviews.

Develop, monitor, update and revise construction reports as required by the Operations Engineer.

Develop and revise Supplemental Agreements and Change Orders for construction changes, plan errors, extra work and their justifications for funds approval.

Serve as Department liaison with utility companies, property owners, city and county representatives on projects and attend meetings which involve future construction projects.

Drive to and from project sites and accompany representatives of FHWA on project inspections and Final Acceptance reviews.

Check roadway and bridge plans for accuracy and engineering safety features.

Assist the Operations Engineer in developing and monitoring of office QA/QC construction plans for location Construction Office.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities Knowledge of:

The concepts, terminology, principles and analytical techniques of an engineering specialty area.

Engineering design, construction, production and/or operations.

Skills in:

Using engineering tools, equipment and/or instruments.

The use of a personal computer and department used software programs.

Ability to:

Analyze and interpret engineering data.

Plan, design, evaluate and investigate engineering works and systems.

Direct, monitor and inspect engineering projects.

Solve problems relating to engineering.

Determine work priorities, assign work, and ensure proper completion of work assignments.

Establish and maintain effective working relationships with others.

Licensure/Registration/Certification Requirements:

Registered as a Professional Engineer in accordance with Chapter 471, Florida Statute.

Due to the nature of this position, the incumbent must respond to emergencies.
