Location: Utah Transit Authority Frontline Headquarters, 669 W 200 S, Salt Lake City, UT, and Jordan River Rail Service Center. This position is an in‑office role with HNTB serving as an extension of UTA staff.
Responsibilities
Project Controls for Capital Projects
Plan and coordinate project controls for multiple construction projects with schedulers, accounting, grant administrators, procurement, legal and subcontractors.
Assist project managers in preparing project budgets consistent with UTA policies and federal grants.
Maintain clear understanding of contractual obligations and monitor contract compliance.
Track expenditures, revenues and grants to ensure projects stay within approved budgets.
Collaborate with project managers, accounting, and contracts personnel on cost, budget, procurement and contracting issues.
Capital Budgeting Process
Administer capital budgeting for the Capital Projects department and UTA capital projects.
Monitor and forecast project and program budgets and identify potential funding and staffing issues.
Act as primary contact between Accounting and Capital Projects for account code establishment.
Provide financial reviews, prepare annual budgets and report on budget status.
Monthly and Periodic Reporting
Prepare monthly and periodic reports using Procore and UTA’s Integrated Project Controls System (IPCS) to track actual costs, obligations and budgeted resources.
Track scope, budgets, contracts, risk, issues and labor charges using Procore, IPCS and JDE.
Develop and modify systems to meet changing needs of UTA’s Capital Projects, Planning, Safety, Security, Mobility Management, Real Estate, Transit Oriented Development and Information Technology teams.
Configuration Control Committee Participation
Collect and review agenda items, create agenda, and coordinate reviews of all change orders prior to submission to the CCC.
Make recommended changes to draft agenda.
Perform other duties as assigned or requested.
What You'll Do
Prepare material, labor and equipment cost estimates for concept designs, bid documents and change orders.
Develop conceptual estimates and Independent Cost Estimates (ICE) to support change management for active projects.
Maintain budgets and schedules from design concept through project completion.
Oversee and coordinate program/project management plans and procedures.
Review and assess project team or contractor monthly progress schedule updates.
Develop cost forecasts, trends and analyze accrual of actual costs.
Consult with the project team or client/owner on potential claims and claims support.
Prepare reports and performance dashboards for project controls metrics.
Maintain project risk register and propose mitigation plans.
Recommend appropriate technology solutions to support program or project requirements.
Support project controls technology and project management control systems (PMCS) and assist in implementation of an appropriate solution.
Participate in negotiations on behalf of the client for price negotiations, vendor quotes and leading change order negotiations.
Mentor Project Controls Specialists I and II and serve as technical lead.
Perform other duties as assigned.
What You'll Need
Bachelor's degree in Engineering, Architecture, Construction Management or related field and 9 years’ relevant experience, or
In lieu of education, 13 years’ relevant experience or 9 years’ relevant direct contractor experience.
What We Prefer
AACE certifications (PSP, EVP, CCP, CEP, DRMP) or equivalent.
Project Controls experience in all phases of the project lifecycle.
Experience working as a client PM/CM agent or as part of a design‑build contractor.
