Under the general supervision of the
Procurement Manager , the
Procurement Specialist
reviews, processes, and provides expertise in the procurement of goods and services over $70,000. Overview
The
Procurement Specialist
reviews specifications, develops requests for bids and proposals, evaluates and tabulates bids and proposals, conducts market research, and resolves vendor disputes for the City of Dallas. Essential Functions
Processes bids, specifications, and award recommendations to ensure quality purchases are made in accordance with applicable laws and procedures. Administers price agreement contracts and requisitions, reviews and tabulates bids, and develops master agreements to ensure compliance with bidding laws and regulations. Develops and reviews specifications to solicit bids, evaluates proposals and bids, and ensures purchases meet department needs and legal requirements. Monitors, manages, and administers contracts with vendors, serves as liaison between departments and vendors, and maintains and updates spreadsheets and databases managing purchasing and procurement. Participates in meetings to ensure appropriate purchases meet department requirements and budgetary criteria. Assists and supports other buyers; monitors quality control to ensure purchasing and bidding activities adhere to policies and procedures; provides lead‑level assistance and guidance. Performs any and all other work as needed or assigned. Knowledge and Skills
Knowledge of purchasing and procurement practices, procedures, and methods. Ability to perform mathematical computations with accuracy and efficiency. Knowledge of bidding laws and related regulations. Ability to consider costs and benefits of potential actions and choose the most appropriate one. Skill in identifying complex problems, reviewing related information, evaluating options, and implementing solutions. Effective oral and written communication skills. Ability to establish and maintain effective relationships. Leadership and guidance skills for other buyers. Experience
At least 3 years of buying or purchasing experience. Licenses and Certifications
None. Education
High School Diploma. Salary Range
$26.65 – $31.28. The salary listed is the starting range; the actual offer will depend on qualifications. City of Dallas is an Equal Opportunity Employer.
