Summary Of Duties
Amtrak is in the midst of a once-in-a-generation effort to transform New York Penn Station through a multibillion-dollar public-private partnership with the support of USDOT and the Federal Railroad Administration (FRA). The Program Manager will play a critical role on Amtrak’s New York Penn Station Transformation team driving this effort forward.
The Program Manager’s primary responsibilities will include managing Amtrak’s participation in the FRA’s related Service Optimization Study, which will evaluate potential methods to safely accommodate passenger growth and maximize train capacity within the Station and throughout the tri-state area, and supporting project National Environmental Policy Act (NEPA) activities.
Essential Functions
Manage Amtrak’s participation in FRA’s Service Optimization Study, including: Coordinating with FRA staff and the FRA’s consultant regarding study progress and deliverables Gathering relevant data and feedback on deliverables from Amtrak subject matter experts Developing potential strategies for rail service improvements with Amtrak subject matter experts Monitoring study progress to ensure efficient coordination with New York Penn Station Transformation Project Strategically evaluating study findings and implications for New York Penn Station Transformation Project Interfacing with Amtrak project partners and building consensus regarding potential actions stemming from study Support pre-NEPA and NEPA activities for the New York Penn Station Transformation Project, including: Evaluating and strategizing with Amtrak team members and subject matter experts to develop potential strategies for meeting project environmental requirements Evaluating potential activity schedules and workplans Incorporating Service Optimization Study findings and next steps into project pre-NEPA/NEPA plans, if/as appropriate Minimum Qualifications
Must possess a Bachelor’s Degree in a relevant discipline, such as: Transportation Planning, Service Planning, Rail Operations, Engineering. Must have at least 7 years of professional work experience in a relevant field. Must have strong analytical and written and verbal communication skills and strong attention to detail. Must have a strategic and critical thinking mindset with business acumen. Must be a proactive professional, capable of independently driving and prioritizing work. Must have strong interpersonal and meeting facilitation skills, with demonstrated ability to present to executive-level internal and external stakeholders. Must possess ability to effectively communicate complex ideas quickly and easily. Must have demonstrated mastery of Microsoft Office Suite (i.e. Word, PowerPoint, Excel, SharePoint, etc.). Must have genuine interest in rail operations, engineering, infrastructure, and/or construction. Preferred Qualifications
7-10 years of experience in a relevant role or discipline. Prior experience working on transportation and/or service planning and/or rail operations. Prior experience with NEPA activities. Prior experience working on high-profile public projects. Graduate degree in a relevant discipline Work Environment The Program Manager will be based in Amtrak’s offices at Moynihan Train Hall in Manhattan. The Program Manager is expected to work in Amtrak’s office at 1 Penn Plaza at least 4 days per week. Communications And Interpersonal Skills Must have excellent oral and written communication skills. The salary/hourly range is $113,200-$146,664, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
