Utilities Maintenance Crew Leader (Water Operations)

This posting will be used to fill a full-time, permanent, Safety Sensitive position in the Bureau of Utilities in the Department of Public Works. This is limited supervisory and skilled work in the general maintenance of water lines and related facilities in the Bureaus of Utility Operations. This position will be responsible for the unidirectional flushing of water lines, fire hydrant maintenance and repair. Other duties assigned to this classification include supervisory and skilled work in the general maintenance of water and wastewater lines and related facilities of the Utility Department. In addition, responsibility for supervising and participating in the activities of water and wastewater line maintenance crews and of road and wash crews engaged in cleaning wastewater lines of the Utility Department. Work is performed with independence but according to established procedures; however, the more unusual or difficult work may be outlined by a superior. Work is subject to inspection by superior while in progress and upon completion.
NATURE AND VARIETY OF WORK This position is responsible for supervising and participating in the activities of water line maintenance crews in the Bureau of the Utility Operations. Work is performed with independence but according to established procedures; however, the more unusual or difficult work may be outlined by a superior. Other duties for this classification involve responsibility for supervising and participating in the activities of water and wastewater line maintenance crews and of road and wash crews engaged in cleaning wastewater lines of the Utility Department. Work is performed with independence but according to established procedures; however, the more unusual or difficult work may be outlined by a superior.(Note: The duties and responsibilities enumerated in this class specification are for the purpose of determining a common set of minimum qualifications and salary level for all positions in this class. They are not intended to include all of the essential functions of all positions in the class.) This position supervises and participates in the work of crews engaged in making emergency repairs to water lines. Conducts unidirectional flushing of water lines, as well as the maintenance and repair of fire hydrants. Confers with superiors on new or revised work methods and procedures; interprets work methods and procedures to subordinates; maintains various work and employee records. Performs related work as required. BOTH CLASSES: Uses troubleshooting techniques to diagnose root causes of problems to perform preventive and corrective maintenance using a variety of diagnostic tools. Monitors work and systems to ensure compliance with Federal, State and County codes, regulations, standards and mandates. Supervises and participates in the work of crews engaged in making emergency repairs to water and sewer lines or in unclogging wastewater lines by utilizing washing or rodding processes. Supervises and participates in maintenance of water or wastewater collection systems; investigates complaints from the public; oversees routine maintenance of equipment. Conducts training for crew members specific to tasks and related safety operations. Confers with superiors on new or revised work methods and procedures; interprets work methods and procedures to subordinates; maintains appropriate work and employee records. Performs related work as required. WATER OPERATIONS: Performs lead worker activities in water line maintenance and repair to include water system evaluation, maintenance and repair for the County's water distribution system. Coordinates and conducts water valve exercising programs to include performing water distribution system flushing using a uni-directional method. Conducts fire flow testing using fire hydrant pressure gauges. Supervises seasonal fire hydrant painting performed by contract employees. WASTEWATER OPERATIONS: Performs lead worker activities in wastewater collection systems and sewer line maintenance. Schedules and oversees duties to inspect, repair, and maintain proper operation of County's wastewater collection systems. Uses various types of power rodders to clear obstacles from manhole and horizontal lines.
KNOWLEDGE, SKILLS, AND ABILITIES Considerable knowledge of the practices, materials, tools, equipment, and processes of the area of assignment. Considerable knowledge of the principles and practices applied in the safe and efficient use of tools and equipment, and of the safety precautions applicable to the work. Knowledge of maintenance and minor repair of equipment routinely used. Ability to supervise the work of subordinate unskilled and semi-skilled employees performing various maintenance tasks and to appraise the employee's performance. Ability to operate/use wash truck, sewer rodder, hand rods, blower, gas detector, and various small tools. Ability to maintain effective public service with a minimum of interruption to public convenience. Ability to understand and follow moderately complex oral and written instructions, grade and line stakes, and routine engineering drawings. Ability to establish and maintain effective working relationships with superiors, subordinates, other employees, and the public. Ability to communicate effectively, both orally and in writing.Graduation from high school; two (2) or more years experience in maintenance, repair, and construction of water and wastewater systems; six (6) or more months lead worker experience; a Class I water distribution operator's license as required by the State; and a valid commercial Class B motor vehicle operator's license.
NOTE: Candidates that do not possess the Class I water distribution operator's license as required by the State may comply with this requirement by obtaining a temporary water distribution system certificate at hire and meeting the education and experience requirement and passing the appropriate Board examination to obtain the Class I water distribution system operator's certificate within one (1) year as established by the State.
NOTE: The renewal period for the Class I water distribution system operator's certificate is three (3) years as established by the State.
NOTE: The two (2) or more years experience in maintenance, repair, and construction of water AND wastewater systems may be substituted with up to one (1) year of experience for a total of up to three (3) years experience in the maintenance, repair, and construction of water OR wastewater systems.
