The Senior Manager, Global Trade Compliance, Licensing will focus on reviewing and submitting trade related license applications for L3Harris import and export requirements to U.S. Department of State International Traffic in Arms Regulations (ITAR) and the U.S. Department of Commerce Export Administration Regulations (EAR) while also managing Global Trade Compliance licensing staff. Additional activities include advising on ITAR Exemptions and EAR Exceptions, record keeping as identified in ITAR/EAR, and developing, implementing, and disseminating training related to internal trade policies and procedures. This role interfaces with Global Trade Compliance professionals as well as L3Harris Segment and Corporate leaders, and reports to the Director, Global Trade Compliance, Licensing. The position supports the Global Trade Licensing Team and collaborates with various business units and corporate staff to ensure adherence to the Global Trade Compliance Program. Essential Functions
Timely review and submittal of international license applications to ensure compliance with U.S. Government regulatory requirements and L3Harris policy and procedures Serve as primary point of contact with U.S. Government regulators to submit, manage, and resolve issues related to international trade license applications and foster collaborative relationships while supporting international business initiatives Provide guidance to designated L3Harris companies on Trade Compliance requirements per ITAR and EAR Support strategic licensing activities to facilitate cross-segment global trade compliance Serve as an escalation point for critical licensing review and coordination with USG regulators Develop and implement guidance, procedures, processes and templates to facilitate international license requirements Develop and actively participate in trade-related training events (webinars, summits and conferences) Act as an Empowered Official in accordance with ITAR Perform other relevant duties as assigned to support the team’s objectives Up to 30% travel domestically for conferences or site visits Qualifications
Bachelor’s Degree with a minimum of 12 years of experience in trade compliance, or Graduate Degree with a minimum of 10 years of experience Possess or be eligible to obtain a U.S. Security Clearance at the SECRET level Preferred Additional Skills
Strongly prefer prior experience as an Empowered Official or US Government regulator Experience drafting and submitting ITAR and EAR license applications Experience with ITAR Exemptions and EAR Exceptions Experience with OCR EASE Effective interpersonal and communication skills with the ability to interface with personnel at all levels High attention to detail, integrity and discretion Proficiency in Microsoft Office products and SharePoint Demonstrated consistent application of company and industry business practices Attention to detail and follow-through on tasks Excellent oral and written communication skills Strong presentation skills Compensation and Benefits:
In compliance with pay transparency requirements, the salary range for this role varies by location: California, Massachusetts, New Jersey, Washington, Greater D.C., Denver, or NYC areas: $118,000 - $219,000. Colorado, Florida, Hawaii, Illinois, Maryland, Minnesota, New York state, and Vermont: $103,000 - $191,000. Final offer amount may vary based on experience and location.
