Position Overview Chief Building Official (CBO) responsible for managing the building division, enforcing codes, providing technical assistance, and overseeing jurisdictional development in a municipality. Senior management classification.

Key Responsibilities

Provide strategic leadership and oversight for all building-related activities.

Manage a team of professionals involved in developing, interpreting, and implementing building codes and standards.

Lead in the application, enforcement, and interpretation of building codes, laws, and ordinances.

Participate in the development and implementation of jurisdictional goals, objectives, policies, and priorities.

Plan, organize, control, evaluate, and improve the functions and activities assigned to the CBO of a jurisdiction.

Review and update local municipal codes for model building and construction code adoption ordinances amending California codes per local requirements.

Enforce all appropriate building, zoning, and safety codes and ordinances.

Resolve difficult and complex building and code compliance problems, meeting with developers, contractors, architects, engineers, and homeowners.

Appear before public agencies, business and civic groups and other organizations in the presentation and discussion of building and safety related problems, proposals, projects and policies.

Prepare and administer the division budget as assigned by a jurisdiction.

Maintain a high level of public relations, including positive and productive working relationships with department staff, the general public, other departments in the municipality, and adjacent jurisdictions.

Supervise, train, and evaluate subordinate professional, technical and administrative support personnel.

Interpret building codes and standards for internal and external stakeholders, including government officials, industry professionals, and the public.

Perform assigned duties within the supported agency’s guidance, culture, and approach.

Review new products, materials, and methods of construction.

Respond to concerns and requests for information from the public.

Participate in investigations of substandard buildings for rehabilitation, moving and/or demolition.

Other duties as assigned.

Qualifications

Knowledge of principles, practices, and techniques of plan-check and building inspections.

Familiarity with federal, state, county, and city laws, codes, and ordinances relating to building construction.

Understanding of modern methods of building construction as applied to building, electrical, plumbing, mechanical, and other related requirements.

Acceptable health and safety standards in building construction.

Principles and practices of organization, administration, budgeting, and personnel management.

Plan, organize, and manage a citywide program of building and code enforcement activities.

Interpret and explain codes, regulations, and ordinances.

Detect through inspection deviations from plans, codes, regulations, ordinances, and specifications.

Read and understand building construction plans and drawings, engineering and public works construction plans and specifications.

Select, supervise, train, and evaluate assigned staff.

Communicate clearly, both orally and in writing.

Analyze department policies and procedures; identify, recommend, and implement improvements.

Establish and maintain collaborative relationships with those contacted in the course of work.

Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.

Work well under pressure to meet deadlines.

Sufficient years of increasingly responsible experience of a supervisory, administrative or professional nature in the design, construction and inspection of public, commercial, industrial or residential buildings to demonstrate possession of the knowledge and abilities listed above.

Equivalent to a Bachelor’s degree from an accredited college or university with major work in structural, mechanical, or civil engineering, architecture or a closely related field.

Possession of a certification as a Certified Building Official issued by the International Code Council (ICC), or equivalent certification is required.

Possession of a Certificate of Registration as a professional engineer or architect in the State of California.

Compensation

Starting wage range commences at $00 per hour, subject to potential increases contingent upon experience, licenses, or certifications obtained.
