Overview Performs complex professional and administrative work planning, organizing, and directing the operation of Craven County’s rural and urban public transportation system. Responsible for planning, organizing, directing all aspects of the county’s transportation services for the general public and clients of public and private human services agencies within Craven, Jones, and Pamlico counties. Coordinates transportation for elderly, low-income, and disabled residents to and from human service agency offices, medical facilities, and shopping areas.

Responsibilities

Identify funding sources, write grants, administer contracts and budgets.

Establish cost-effective transportation routes; supervise day-to-day operations; drive a van or bus to evaluate routes and ensure vehicle maintenance.

Assist administrative personnel in human service agencies to gather information and ensure efficient service for elderly and handicapped residents.

Supervise drivers and clerical staff; exercise considerable independent judgment within policies and laws.

Ensure compliance with federal, state, and local laws and regulations, including DOT, FTA, FHWA, TSA, FMCSA, NCDOT, ADA Title IV, and transit procurement regulations.

Coordinate transportation services for clients of County and private human services agencies; ensure safe operation and regulatory compliance.

Ensure timely maintenance of the county’s public transportation vehicle fleet.

Provide reports and strategic advice to the Assistant County Manager, County Manager, and Board of Commissioners; research and recommend short- and long-range plans for service, funding, pricing, and policy changes.

Respond to complex questions and concerns from citizens and clients; engage with community and client agencies to resolve issues; maintain positive public relations and timely information dissemination.

Develop emergency preparedness plans to ensure essential transportation services; evaluate and minimize disruptions.

Prepare and administer budgets, contracts, and monitor expenditures; prepare revenue projections and recommend rates; prepare RFPs and bids; manage major purchases.

Identify grant opportunities, manage grant funding and compliance, and coordinate TAM (Transit Asset Management) accountability; oversee revenue collection and County match funds.

Submit monthly, quarterly, semi-annual, and annual reports to NCDOT.

Manage staffing, including recruitment, supervision, performance evaluation, discipline, and professional development; supervise the Assistant Transportation Director and two Accounting Technician III positions.

Develop and implement standard operating procedures; ensure training and safety compliance; coach for performance improvement.

Stay informed of industry developments; solicit community feedback and participate in transportation discussions with agencies.

Attend meetings related to the transportation program; lead grant-required public engagement; serve on MPO TCC and Down East RPO TCC as a public representative.

Coordinate projects with Emergency Services and Public Information Office; prepare agenda items and board reports; maintain files.

Qualifications

Graduation from a four-year college or university with major coursework in public administration, business administration, operations management, planning, or a related field.

Five years of progressively responsible experience in transportation planning and/or management and supervision, or an equivalent combination of related experience and training. Experience managing a human service program and large-scale vehicle fleet management is preferred.

Required knowledge, skills, and abilities include:

Extensive knowledge of federal, state, and local transit regulations and reporting schedules.

Extensive knowledge of rural and urban public transportation programs and funding sources.

Knowledge of grants, budgeting, purchasing, and reporting requirements.

General knowledge of budgeting, accounting, purchasing, and human resources practices.

Ability to use computers and Microsoft Office 365; ability to read, interpret, and prepare complex written materials including regulations and reports.

Ability to research, collect, and compile data; strong math for rate and percentage calculations.

Ability to manage multiple projects, meet deadlines, and exercise independent judgment.

Ability to communicate effectively orally and in writing; ability to speak to large groups and Board meetings.

Ability to establish and maintain working relationships with diverse stakeholders; tact and courtesy in interactions.

Ability to safely operate a van or bus.

Requirements

Subject to Drug and Alcohol testing (pre-employment, random, and post-accident).

Must possess and maintain a North Carolina Commercial Driver’s License Class C with a Passenger Endorsement.

Craven County residency is required.

May be required to serve during emergencies or disasters.

Performs other related work as required.
