Position Summary Midnight Sun is seeking a Construction Project Manager to support a federal contract at Joint Base Lewis-McChord in Tacoma, Washington. The Project Manager is responsible for the site's overall financial performance, enforces Risk Management practices at all necessary levels, and ensures that all employees are treated justly and professionally. This candidate will manage client interface, client satisfaction, contract administration, and personnel administration.

Duties / Responsibilities

Plan, coordinate, and oversee all phases of federal construction projects to ensure timely completion, within budget, and in accordance with quality standards.

Ensure full compliance with contract requirements, corporate policies, and all applicable safety and quality regulations, including OSHA, USACE, EM 385-1-1, and HSEQ programs.

Serve as the primary point of contact with government representatives; respond promptly to inquiries, instructions, and contract modifications.

Develop and manage detailed project scopes of work, cost estimates, schedules, and work packages; review specifications, drawings, and submittals to confirm accuracy and alignment with client expectations.

Oversee subcontractor procurement, including scope development, site visits, proposal evaluations, negotiations, agreements, and buyout activities.

Manage project financials, including preparation of budgets, forecasts, monthly revenue and margin tracking, cost reports, cash flow, and over/under billing analysis.

Direct and maintain project documentation, including submittals, RFIs, progress reports, schedules, meeting minutes, close‑out documents, and As‑Built drawings.

Coordinate effectively with architects, engineers, subcontractors, suppliers, and internal staff to ensure smooth execution of definable features of work.

Lead project, client, and staff meetings; document discussions, decisions, and action items, and ensure follow‑through on commitments.

Assign, supervise, and support project staff and subcontractors; adjust staffing levels as workload requires.

Conduct and participate in pre‑construction, progress, and close‑out meetings; perform site visits to assess existing conditions and client requirements.

Ensure strict implementation of the Quality Control Plan and enforcement of the Site Safety and Health Program, including accident prevention, hazard analysis, and compliance with substance abuse policies.

Support business operations by contributing to yearly budgets, revenue forecasts, and workload planning.

Perform other duties as required to ensure contract compliance and successful project delivery.

Minimum Requirements

High School Diploma or equivalent (Bachelor's degree in a related field preferred).

5+ years of relevant experience in construction as a superintendent, QC manager, project manager, or engineer on similar projects (ex: vertical construction or renovations).

Previous USACE/NAVFAC experience preferred.

Knowledge / Skills / Abilities

Strong understanding of federal construction contract requirements, including FAR, DFARS, and USACE/NAVFAC processes.

Knowledge of construction and safety standards and regulations including CFR 1910, CFR 1926, OSHA, EM 385-1-1.

Knowledge of construction means, methods, scheduling, cost control, and testing procedures.

Familiarity with quality control, safety, and environmental requirements on federal projects.

Strong leadership, organizational, and communication skills.

Proficiency with project management software (Primavera/RMS/RS Means) and MS Office Suite.

Ability to manage budgets, schedules, and subcontractor performance.

Ability to lead multidisciplinary teams in a federal construction environment.

Ability to develop and maintain positive relationships with government representatives, subcontractors, and stakeholders.

Ability to collaborate and work effectively in a team environment with people of various backgrounds and styles.

Ability to analyze problems, make sound decisions, and adapt to evolving project requirements.

Licenses / Certifications / Other

Valid Driver License

Valid First Aid/CPR certification, or ability to obtain within 30 days of hire.

Valid OSHA 30‑hour construction safety course card, or ability to obtain within 30 days of hire.

Ability to obtain/maintain site or base access, including background and security checks and clearance requirements for federal projects.

Must have an uncompromising commitment to safety!

Walk, stand, climb, and otherwise navigate active construction areas safely.

Use hands to operate computers, phones, and other office or field equipment.

Climb stairs or ladders and conduct site walkthroughs in unfinished or outdoor areas.

Visual acuity to read drawings, perform inspections, and review detailed documentation.
