Overview
The Engineering Technician shall provide support services for the Red Hill Officer-in-Charge (OIC) organization.
Responsibilities
Review contractor-submitted test results and editing of contractor-submitted reports for the regulator for each of the 19 drinking water zones.
Compile validated data reports downloaded from the electronic data management system (EDMS) for each of the 19 drinking water zones.
Review contract specifications and latest scopes of work for compatibility with performance assessment methods and procedures.
Prepare assessment schedules based on contractor work schedules and identify critical assessment points (e.g., planning and Stage 5 Reports).
Recommend variations in planned assessment methods and procedures to meet unusual problem situations.
Conduct on-site direct oversight assessments.
Assess the government contractor performing water sampling (not to exceed 15% of planned samples) for proper locations and adherence to LTM and Drinking Water Sampling Plan parameters.
Assess contractor sample collection for compliance with approved sampling plans.
Prioritize oversight of high-interest sampling situations.
Provide a sampling report to the Environmental Engineer the day after inspections.
Provide documentation to designated government representatives indicating whether construction conforms to contract requirements.
Monitor on-site quality assurance and safety compliance for the construction contractor's efforts.
Coordinate construction operations among contractors, station personnel, and other government agencies.
Participate in Preconstruction Meetings, Post-Award Kickoff Meetings, and Partnering activities during construction as required.
Attend quality control, preparatory, and initial meetings and monitor three-phase control checklists.
Follow NAVFAC BPMS, Kilo-Grams, and NETOPS in executing required tasks.
Provide direct support to the construction manager/oversight engineer as required.
Review RFIs and submittals, providing comments and recommendations to the government.
Maintain working files using the electronic Construction Management System (eCMS) or other approved project systems.
Monitor environmental protection compliance and document findings; report non-compliance with QC and safety requirements.
Monitor and document construction surveying, materials, and system testing by the contractor.
Review and analyze Contractor payment requests and complete related worksheets with the contractor’s representative.
Inspect material stored off-site, where applicable.
Coordinate with government representatives and contractor personnel before inspections and meetings such as NAVFAC Red Zone coordination.
Review interim and final DD 1354 documentation and provide comments/recommendations.
Assist in Constructability reviews; provide written comments and recommendations.
Monitor as-built documentation progression and review contractor as-built drawings for completeness and accuracy.
Participate in final acceptance and testing of major building systems (e.g., fire protection, elevators, TABs, DALTS, DDC for HVAC).
Provide notes/recommendations for acceptance or rejection of witnessed systems based on contract conformance.
Immediately report chemical exceedances to the Supervisory Environmental Engineer and document key information.
Notify Supervisory Environmental Engineer and COR for any property damages.
Escort government contractors to sampling locations as required.
Assess government contractor data entry into the EDMS for each drinking water zone.
Review and revise reports prepared by government contractors for public distribution.
Prepare data summary cross-tabs from the contractor database for public distribution.
Provide input on sampling and work plans related to the LTM Plan execution.
Update Long Term Monitoring (LTM) Tracker to maintain accurate sample counts and categories.
Provide oversight in unique situations affecting water system quality and LTM execution.
Coordinate with the Hawaii DOH for sampling requests and access to controlled areas.
Support business development activities as required (e.g., customer technical capabilities briefings, past performance content, technical solutions).
Other duties as assigned.
Minimum Qualifications
High school diploma or GED equivalent required
5+ years of recent experience as a construction inspector or tradesperson with a basic understanding of engineering, architecture, or construction trades
Current certification in concrete inspection, structural steel inspection, plumbing inspection, electrical inspection, HVAC inspection, and/or other trade-related inspection certifications are desirable but not required
Current certification of successful completion of USACE/NAVFAC Construction Quality Management for Contractors or complete within 45 days of hire
Background check required, including FBI fingerprint check and Favorable Tier 3 Investigation
Must be able to obtain a Secret clearance
Knowledge, Skills, and Abilities
Specialized experience in quality assurance and enforcing contract compliance
Knowledge of the three phases of the Construction Quality Management process
Understanding of multi-disciplinary engineering project concepts and construction supervision
Knowledge of construction practices, methods, and management skills
Ability to inspect materials, workmanship, and installation of systems; up-to-date knowledge of construction techniques
Knowledge of safety publications (EM 385-1-1, OSHA) and applicable regulations
Knowledge of federal building project design codes (UFGS) and construction techniques
Strong problem-solving, written and oral communication, time management, and teamwork skills
Ability to meet minimum clearance requirements
